Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ #6023. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 dated 08/04/06. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500. The Rocky Mountain Laboratories, is seeking an 8A, Hubzone, Service Disabled Veteran or Small Business to provide: an Atomic Force Microscopy System with the following capabilities: Scanning sample configuration (as opposed to scanning tip) to reduce noise, automatic tip engagement, all modes must be available in air or liquid, AFM modes must include: contact, lateral force, intermittent contact (tapping), conductive, phase imaging, force-distance measurements, and the option of torsional resonance. With option of scanning tunneling microscopy, option for heating sample in fluid to 60 degrees Celsius, option for AFM molecular pulling for force studies on samples, vibration isolation which can compensate for both vertical and horizontal movements (acoustic protection not required), environmental control of humidity and temperature. Optic capabilities must be incorporated (ie. do not require a separate inverted microscope), must provide an on-axis view of the sample, must have an objective with at least 1.6um resolution, image should be displayed on a dedicated real time monitor. Scanner with 10um x 10um maximum scan area (Z of at least 2.5um) with atomic resolution demonstrated on Mica sample, additional scanner with 125um x 125um maximum scan area (Z of at least 5um), ability to easily interchange vertical engage scanners of differing scan areas, and option of using a molecular pulling scanner with closed loop linearization in the Z range, for force studies of sample, ability to change scanning modes without removing the scan head or scanner, ability to quickly and easily change scanners. Stage, allow samples up to 15mm diameter, 5mm height and sample translation of +/- 2mm. Computer components Windows-XP compatible, Pentium-IV based computer, DVD +/- reader/writer, 10/100 LAN/Ethernet interface for networking, video graphics board with dual PC monitor support, video capture for onscreen display of microscope camera. Controller, electronics, software requirements: AFM loop should use all digital signal path electronics, 16-bit data resolution in X, Y, Z regardless of scanfield size or offset, up to 50MHz data capture speed for molecular pushing or pulling force curves, harmonic imaging up to 500KHz, 5120 x 5120 pixel data sets on 3 simultaneous data channels, display at least 8 simultaneous data channels at 1024 x 1024 pixels, digital Q control to alter Gaussian tuning curve (improve signal to noise and contrast), oscilloscope mode for line tracing and retracing to optimize scan speed and gain, real-time parameter adjustments of gain and noise filters, vertical noise limit of less than 0.3A. Thermal tuning of cantilevers to 2MHz or greater in air or fluid, to determine resonant frequency and spring constant (for molecular force pulling option), pre-mounted and aligned cantilevers for easy probe exchange and ability to change cantilevers without removing the scan head. Vendor must include warranty information, installation and initial training. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT.
