Description

The National Institutes of Health (NIH) intends to negotiate on a sole source basis with Acea Biosciences Suite 103, 11585 Sorrento Valley, CA 92121 for the following laboratory equipment. Acea Biosciences is the only known source capable of providing the required equipment/services because of its involvement in this project over the past months. Further, inherent duplication of cost to the Government would be time and cost prohibiting. The Government?s requirement consists of: 1. The analyzer shall collect data from living cells in real-time. 2. The analyzer shall incorporate automatic measurement processes, sensor analysis, and software control of signal generation, acquisition and analysis. 3. The analyzer shall consist of a single compact package. 4. The analyzer shall incorporate an assay format based on strips of 2 x 8 wells and cell migration devices, with all materials biocompatible, tissue culture treated and supplied sterile. 5. The analyzer shall be capable of measuring the impedance of the circuit when a mild alternating current is passed through the electrode array. 6. The analyzer shall incorporate a gold circle-on-line microelectrode array. 7. The analyzer shall be capable of being upgraded to a 6 x 96 well plate system 8. The analyzer shall include two (2) one year parts and service contracts at no additional cost to the government. 9. The analyzer shall include installation and training for three NIH staff members at no additional cost to the government. 10.The analyzer shall include software upgrades at no additional cost to the government. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
