- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Subpart 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. (ii) The solicitation number is SW-PR20018706. The solicitation is issued as a Request for Quote (RFQ) incorporating provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-10, dated June 28, 2006. The North American Industry Classification System (NAICS) code is 334516, for which the size standard is 500 employees. DESCRIPTION: Wave Length Dispersive X-Ray Fluorescence Spectrometer-(1) Shall provide qualitative and quantitative analyses of those elements of the periodic chart from oxygen to uranium and boron; (2) Shall enable user to easily and conveniently analyze solids, liquids(in liquid form, i.e., not absorbed into media) and powder; (3) Shall be housed in a sealed cabinet with no ambient air admitted for cooling, etc.; all optical components/optical path (including detectors) under vacuum or helium flush which is mutually exclusive, that is, all of the optical path under vacuum or all under helium flush(4) There shall be no chamber separation window and no areas under vacuum during liquid sample analysis;(5)The set point temperature shall be controlled +/-0.05 degrees Celsius; (6) Shall have sample debris protection with liquid collection to protect spectrometer from contamination; (7) Shall provide standardless analysis of unknown sample for elements Oxygen to Uranium in less than two minutes; (8)Shall have a loss of power shut down system that automatically protects system components from power low and re-establishment of power; (9) Shall have 4000 watt Xxray tube and generator; (10)Must be 10kV to 60kV(adjustable in 1kV steps); (11) Must be 10mA to 125mA(adjustable in 1mA steps); (12) Initially provided tube and any subsequently purchased tube shall have two year warranty; (13) Goniometer shall have an angular accuracy of 0.0025 degrees theta and 2theta and have angular reproducibility of0.0001 degrees theta and 2theta. (14) Shall have automatic sample changer with sample trays to hold cups, 32mm pellets or beads, 40mm pellets or beads and liquid samples; (15) Shall have the ability to process different sized samples, e.g. 27, 30 and 37mm xray impingement areas; (16) Shall have compressed air pump and connections, as required; (17) Shall have helium/nitrogen gas purge with regulators and connections; (18) Vendor shall perform a preinstallation site survey; (19) Shall provide three day onsite training for both basic and advanced applications and assistance, not including time required for installation, at no additional expense; (20) Shall proved desk top computer with at least Pentium IV processor, 2.2GHX, 256 MB DDR SDRAM, 40 GB hard drive, 15in flat screen monitor, CD/RW drive, 3.5 inch floppy drive, IBM keyboard, HP Deskjet color printer with cable; (21) Shall provide analytical and statistical software compatible with Win 2000 and Win XP for standardless quantitative analyses and analyses with standard reference materials; (23) Shall provide installation and on site proof of satisfactory operation; (24) Equipment offered must have a proven history of reliability; (25) Delivery address in Houston, TX will be provided upon award, inside delivery is required and any freight/delivery charges shall be included with the quote; Quote must list DUNS number and Federal Tax ID Number (TIN). All offerors must be in the Central Contractor Registration (CCR) at the time of award and must accept payment by Electronic Funds Transfer(EFT).
