Description
1. This notice is not to be construed as an acquisition Request For Information (RFI) nor is any commitment on the part of the Government to award a contract implied, nor does the Government intend to pay for any information submitted as a result of this request. The Air Force Security Assistance Center (AFSAC) is seeking to identify sources and concepts to determine the Colombian Air Force (COLAF) needs from present day to the year 2020 regarding different aspects of the internal and external security issues example: the war on terrorism, border security, and Counter Narco-Terrorism. The objective of the Strategic Study is to define and prioritize future acquisitions and construction. 2. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). This is a sources sought announcement and the Government will not provide reimbursement of costs associated with the documentation submitted under this request. This announcement is strictly for pre-Market Research purposes and IS NOT likely to actually lead to a solicitation/RFP release or contract. 3. Interested sources should provide a capabilities statement (for each concept) with the following information: a. (1) Best estimate of current and future threats to Colombia, internal (FARC, Drug War, etc) and external (other countries, etc); thereby determining the strategic, operational and tactical requirements for the COLAF. (2) Identify COLAF missions in priority based upon the threat estimates in paragraph a.(1) above. (3) Estimates of current and future COLAF capabilities to fulfill the missions of paragraph a.(2) above. This should include a study of current aircraft, life expectancy, age, operational value, recommended replacement strategy or transformation using current inventory. (4) Identify any funding needs to realistically meet delta between current and future capability needs in paragraph a.(3) above. (5) Identify aircraft / infrastructure acquisition options based upon available funding identified in paragraph a.(4) above, to meet future COLAF needs in paragraph a.(3) above. Recommendations to include, but not limited to, aircraft types and numbers, equipment types and numbers, roles and missions, tactics, techniques, procedures, and support based on capabilities required, airfield upgrades, future growth and infrastructure required for long term military sustainment, and security throughout Colombia. b. Length: Submissions are to be no longer than ten pages in length per concept. A brief summary is all that is needed versus a detailed proposal. If more information is necessary, you will be contacted. (NOTE: Format is 12pt- font, single-spaced, 1-inch margins, no ALL CAPS). c. Point of Contact(s) - Include: Name, company name, phone number, e-mail and mailing address for the subject matter expert for each concept. d. Concept Objective and Approach: Provide reference to the specific mission and number (listed above) this concept is addressing. Describe how the concept will further the security issues for Colombia. e. Implementation Costs/Strategy: Provide ROM. Describe actions necessary to put the product into the user?s hands. This should include transition/implementation costs, training, future planning, briefings to US and Colombia, etc. Also provide a year by year breakout of development and transition costs associated with the concept. f. Concept benefits: Explain how the COLAF will benefit from using this concept. The benefit can be qualitative as well as quantitative. Suggested explanations can take the form of: 1) Best estimate for return on investment ROI, along with the payback period if attainable at current stage of concept development (identify cost avoidance and savings separately?as applicable); 2) Improvement to aircraft availability (mission capable rate (%), security capability (%), and; 3) future needs. g. Background Research: Synopsize previous efforts, which have led to the current state of the concept. The proposed concept should be at least a conceptual (system/subsystem) model or demonstration in a equivalent environment. h. Deliverables and Targeted User: Describe the deliverables (examples: upgraded airfields, aircraft, security issues, process /procedures, analysis/modification tools, equipment, etc.) the user will receive and include the expected timeframe/schedule. Describe to the intended user: COLAF, to general direction and roadmap to assist COLAF in defining and prioritizing future acquisitions and construction. i. Collaborations and Partnerships: Please identify the major organizations participating in the concept. j. Indicate similar/preliminary work already underway. 4. Firms responding to this announcement should indicate their size, particularly if they are a small business, a socially and economically disadvantaged business, a woman-owned business, a HUB zone small business concern, Service Disabled Veteran-Owned Small Business, and should also indicate if the firm is foreign-owned. Interested sources are encouraged to first register as a source on the PIXS Web Site (www.pixs.wpafb.af.mil). In addition, interested sources must respond with a complete capability/qualification package describing their technical expertise and experience, personnel and facilities. The response should also identify key technical risks, issues, and any partnering arrangements that may be considered. All parties are asked to provide a telephone number, an e-mail address, and a facsimile number in their response. Data may be reviewed by Advisory and Assistance Services (A+AS) support contractors unless marked ?Proprietary.? Information marked ?Proprietary? will be protected and will not be divulged unless mandated by existing laws. 5.
