Description

THIS IS A SOLE SOURCE SYNOPSISThe 45th Contracting Squadron has a sole source requirement for an analysis of Defense Equal Opportunity Management Institute Equal Opportunity (DEOMI EO) Climate Survey (DEOCS) data from a normative sample (a normatization). The period of performance is 1 September 2006 to 31 August 2007 and shall be provided at Patrick AFB, Florida. This is a Sole Source with Austin Peay State University IAW FAR 6.302-1. Austin Peay State University is the only source capable of fulfilling the government?s requirement because of their prior DEOCS research experience and expertise with the survey?s psychometrics. This institution maintains an academic department devoted to military psychology and has experience evaluating organizational climate surveys. They also have intimate experience with the DEOCS and its predecessor, Military Equal Opportunity Climate Survey (MEOCS). As a result, they have knowledge of the specific algorithms required to calculate survey results. Austin Peay State University has conducted prior research for DEOMI concerning (1) consolidating various versions of the MEOCS, (2) comparing the MEOCS to the new DEOCS using Item Response Theory and (3) comparing computerized and paper/pencil versions of the DEOCS. No solicitation documents exist at this time. This item/service utilizes Standard Industrial Code (SIC) 8221 with a business size of $6.5M and North American Industry Classification System (NAICS) code of 611310. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 5 days after date of publication of this synopsis. 45 CONS/LGCB has determined that Austin Peay State University is the only source capable of providing this requirement.
