Description

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION The Government intends to purchase two systems based on the following: 1. AFCA/TCPI proposes to purchase a Zynetix Portable Global System for Mobile (GSM) Network System. This system is composed of two Zynetix Field Deployable Controllers (part #BTSG-1), two packet Data Aggregation Modules (part #PDA-SW), and one Gateway Controller (part #GWYUPG) from Lociva, 15330 Riding Club Dr., Haymarket, VA 20169. Contractor will provide all required equipment for the base station configuration and licenses. Estimated dollar value is $103,430.00. 2. Lociva is the only known source that is authorized to distribute Zynetix products in the United States. Zynetix retains all title, copyright, and other proprietary rights to their equipment and software systems. Lociva is the only company legally qualified to fulfill all requirements and that can provide any required support. 3. Due to the fact that Lociva is Zynetix's only know authorized distributor, the only option available that would allow competition would be to try to obtain new equipment from a different vendor. Two previous orders, totaling $160,000.00 have been made for similar Zynetix equipment. The cost to place new equipment alongside previously purchased Zynetix equipment, test the equipment for functionality, and to train personnel on the new equipment, would be prohibitive. There would be a significant loss of operational efficiency while learning how to use the new equipment.
