- The Air Force District of Washington Studies, Analysis & Advisory Branch (AFDW/A7KS) intends to award a sole source Firm Fixed Price contract to TEKsystems, Inc., 7437 Race Rd., Hanover, MD 21076 for Air Force Security Cooperation Knowledgebase Information Technology (IT) Support, to include incidental Other Direct Costs, to support SAF/IA. The Office of the Deputy Under Secretary of the Air Force International Affairs (SAF/IA) is attached to the Pentagon with offices located in Arlington, VA and is responsible for establishing Air Force policy and strategy on Air Force International Affairs and Security Cooperation. The period of performance is to commence on 20 September 2006. The contractor shall continue development of the knowledgebase, which is a complex interactive database system used to support and track Air Force International Affairs and Security Cooperation activities. Unique IT-related technical, programmatic, and planning skills are required for the continuing development of the Air Force Security Cooperation Knowledgebase, which is essential for the support of the critical SAF/IA mission. This knowledgebase assists SAF/IA in their support to the Department of Air Force, MAJCOMs, Joint Staff, the Office of the Secretary of Defense (OSD) and other agencies. This contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 10 USC 2304 (c)(1), ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Any responses to this notice of contract action shall be submitted to Capt Tom Clohessy, thomas.clohessy@bolling.af.mil no later than 1200 EDT, 29 Aug 06. Sole Source -- See Note 22.
