Description
SOLICITATION NOTICE: The Utah National Guard intends to issue a Request for Proposal (RFP) to award a single, firm-fixed priced contract for reconstructing approximately 23,350 square feet of the existing south aircraft parking ramp with new Portland Cement Concrete Pavement. The existing ramp pavement consists of approximately four to seven inches of asphalt overlaying four to seven inches of concrete paving. Reconstruction will require removal of the existing pavement and excavating to the bottom of the new base course. New base and sub-base course will be installed followed by 18-inches of Portland Cement Concrete Pavement. The joints will be sealed with silicone sealant. Then the new ramp pavement will be painted with lead-in centerlines to su pport the parking of KC-135 aircraft per the striping plan contained in the statement of work. All existing drainage catch basins and piping will be replaced within the limits of the reconstruction. No shoulder paving or edge lighting is included in the scope of work. Magnitude of this project is between $1,000,000.00 and $5,000,000.00. The type of contract is firm fixed-price. A single award is contemplated. Failure to submit an offer on all items shall result in rejection of the proposal. Constructi on/contract completion time is anticipated to take approximately 200 days after notice to proceed is issued. The North American Classification System (NAICS) code for this work is 237310. The small business size standard is $28.5 million average annual r evenue for the previous three years. This action is being procured in accordance with FAR Part 19.8 for Competitive 8(a) Contractors in the State of Utah. Contractors shall comply with DFARS 252.222-7000, Restrictions on Employment of Personnel (March 20 00). The Davis-Bacon Act applies to the solicitation. All responsible 8(a) firms in the State of Utah may submit an offer. The tentative date for issuing the solicitation is being combined with the pre-proposal conference scheduled for 12 September 2006 at 1:00 p.m. at the Utah Air National Guard Base, CE Office. All contractors are encouraged to attend. The solicitation and associated specifications and drawings will be distributed at that time. Interested 8(a) contractors should email the contractin g officer in advance to be placed on the bidders list at diane.johnson@utsalt.ang.af.mil. Directions and instructions for entering the base will be emailed to contractors on the bidders list. The closing date is tentatively scheduled for October 12, 20 06. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include past performance and price. The Government intends to award without discussions, therefore, the offerors initial proposal shall contain its best terms. Interested offerors shall be registered in the DOD Central Contractor Registration (CCR) database. Interested offerors are required also to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log on to the online Representations and Certifications Applicatio n (ORCA) website. This solicitation is not a competitive bid and there will be no formal public bid opening. The Government will not issue paper copies of the specifications and drawings, a CD will be given to the contractors; however, the Government res erves the right to revert to paper medium when it is determined to be in the Governments best interest. All proposal forms, bonds and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium.
