Description

SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT TO SCIENCE APPLICATIONS INTERNATIONAL, (AMSEC, LLC). The Naval Special Warfare Command has developed a database system named SWALIS (Special Warfare Automated Logistics System) which provides a single source of authoritative logistics data to be disseminated across many single-purpose DOD systems. This syst em utilizes an Oracle database to provide management information based on user source data collection. At this time, the baseline of the system has been developed and a requirement for an additional 11 functional areas is required to achieve full operatio nal capability has arisen. AMSEC, LLC, a business partnership created between Science Applications International Corporation (SAIC) and Northrop Grumman Newport News (NGNN), was contracted to develop the initial stages of SWALIS in 2005. AMSEC LLC has fostered the evolution of SWAL IS from concept development through requirements definition and implementation into current operations The NSWC deployment of SWALIS is at a critical juncture in the overall program life-cycle and as such, the Navys need to retain the current program ma nagement and software developers is of vital importance. The contracting office intends to issue a sole source award to AMSEC, LLC under FAR 6.302-1 for the development, oversight, and implementation of the 11 functional areas necessary to bring SWALIS to full operational capability.
