Description
The Utility Helicopters Project Office (UHPO) is seeking information from sources that feel they are capable of providing off the shelf alternatives for a Forward Looking Infrared sensor (FLIR) for the HH-60M Helicopter. The FLIR must be able to pr ovide additional situational awareness to MEDEVAC pilots in limited visibility conditions. At a minimum, the FLIR must meet the following requirements: The FLIR shall be able to detect a tank-sized target (2.7 x5.25 meters) with a temperature delta of 3 degrees Celsius above ambient at a slant range of 5 km 50% of the time while in narrow field of view. The FLIR shall be able to detect a human-sized (2 x 1 meter) target 10 degrees Celsius above ambient temperature at 1 km 50 % of the time in wide field o f view. The FLIR system shall include an Autotrack feature for the FLIR sensor and any other visual sensors in the system. An AutoFocus and AutoGain capability is desired. The system shall operate in the 3-5 microns (or 8-12 microns) wavelength. The all-up system weight (including sensor, turret, support electronics and control interface) shall be less than 50 lbs. The FLIR sensor turret shall accommodate other payload types simultaneously, such as a daylight/low-light camera, laser rangefinder a nd /or laser pointer. The laser systems shall be eye-safe. The turret with payload shall be capable of 360 degrees traverse and +30 degrees and -120 degrees elevation. The FLIR shall be used to observe sling loads and hoist operations under the aircraft , so a minimum focus range of less than 6 meters is desired. The HH-60M (upgrade) will be a Common Avionics Architecture System (CAAS) compatible aircraft, so systems designed to interface with that standard are preferred. Desired hardware interfaces inc lude SMPTE-292, ARINC 429, Ethernet, and NTSC. The system must have a minimum technology readiness level (TRL) of 7. (System prototype demonstration in an operational environment. Prototype near, or at, planned operational system level. Tested in a rel evant environment). The FLIR system shall not preclude the HH-60M from meeting the Environmental Conditions Requirements of AVNS-PRF-10002F, Sections 3.2.6. The FLIR system shall meet the E3 requirements of AVNS-PRF-10002F, Section 3.3.2. Please referen ce any approved type certificates the system has for the EC-145. The UHPO intends to test FLIRS determined to meet the stated requirements under the Defense Acquisition Challenge Program (DACP) with intent to purchase the FLIR System that is best suited f or the stated requirements, pending successful qualification testing. A minimum procurement of 270 units is projected at this time. Besides application to the HH-60M, there is the possibility of use on other platforms managed by the UHPO (UH-60A/L/M, HH- 60A/L, Light Utility Helicopter). Vendors having a product that meets or exceeds the stated requirement are invited to submit appropriate documentation, literature, brochures, and references. Interested firms must respond in writing or by email to the id entified point of contact. All responses must be received by September 27, 2006. Oral communications in response to this notice are not accepted. Please include our business status (Large, Small, Small Disadvantaged, Woman-owned, etc.) and indicate any intellectual property rights issues pursuant to your product. This synopsis is for information and planning purposes only and is not be construed as a commitment by the Government, nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be notified of the resultant solicitation for this requirement.
