Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The Army requires engineering/field support services for the Single Channel Ground and Airborne Radio System (SINCGARS), SINCGARS radio enhancements, Internet Controller (INC) and INC enhancements, the SINCGARS Direct Support Test system AN/GRM-122, and th e Embedded Global Position System (GPS) (EGR), as well as overall integration support for the above products with the Enhanced Position Location Reporting System (EPLRS) and the Tactical Internet (TI), and other SINCGARS system components such as the Vehic ular Remote Control Unit (VRCU). CONUS and OCONUS field support services may be requested on an as needed basis in response to field reported issues. General engineering services including integration, technical/operational test support and analysis as required or requested are needed in support of the Advanced SIP and Advanced SIP-Enhanced radio programs and improvements to the current SINCGARS product line to include attachments to the ASIP/ASIP-E radio for future interoperability. These attachments could potentially implement the Soldier Radio Waveform (SRW) and Enhanced Position Location Reporting System (EPLRS) waveforms. Other improvements to t he SINCGARS program include the fielding of an embedded GPS receiver and the implementation of a Radio Based Combat Identification (RBCI). The Government also requires the necessary system integration/engineering support of the ASIP and ASIP-E radio test bed known as GRM-122. The contractor shall also provide the necessary system integration/engineering support to develop a VRCU capable of providing full function remote capability for 2 SINCGARS radios in selected Army platforms such as the Tactical Fire Fighting Truck (TFFT). The contractor shall support the INC to correct deficiencies associated with the tactical internet and to evolve the tactical internet to support the added evolutionary functionality provided as a result of Force Battle Command Brigade and Below (FBCB2) de velopment and enhancements. All changes included in this effort affect the SINCGARS SIP INC software, which include, but are not limited to, a Linux IPv6 upgrade, IPv6/IPv4 gateway compliance, SCA compliance, the ability to support Dynamic Host Configurat ion Protocol (DHCP), and the appropriate Management Information Base (MIB) upgrade associated with each change and the appropriate maintenance including working group support. Changes appropriate to the interoperability between the USMC and Army through t he Force XXI Battle Command Brigade-and-Below (FBCB2) Joint Capabilities Release (JCR) will also be supported. This interface shall be ported to the new INC circuit card assembly (CCA) along with other INC application and operating system software. Interested sources which have technical knowledge of SINCGARS radio family elements and can provide support to the level described above are invited to send a response describing in detail their ability with regard to each of the areas listed above. Propri etary information is not being solicited. The Government will not reimburse interested sources or responders to this notice for any costs incurred in responding, or for subsequent exchanges of information. Responses should be submitted no later than close of business 23 September 2006. Information submitted does not constitute a proposal, but will be considered an exchange of capabilities and ideas.
