Description

This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), number 06SQ340153. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This requirement is a Small Business Set Aside under the North American Industry Classification Systems code of 326122. The Bureau of Reclamation, Yuma Area Office has a requirement for the following pipe and associated couplings, flanges, etc. 24-INCH PIPE, MINIMUM 80 PSI RATING, PVC IRRIGATION PIPE--GASKET STYLE. 13 each, 20-ft sections of 24-inch pipe (total 260 ft); 2 ea 20 to 25-degree bends; 1 each 45-degree bend; 1 each 24" x 12" T-Connector, compatible with 24-inch PVC and 12-inch piping selected 2 each Coupling. 12-INCH PIPE, MINUMUM 80 PSI, PVC for connection to existing groundwater well to system. 5 each 20-ft sections of 12-inch pipe (total 100 ft); 1 each T-connector (12-inch x 12-inch); 1 each 90-degree bend. 24-INCH PIPE, MINUMIM 80 PSI, GASKET-STYLE. Section from end of existing PVC Irrigation Pipe (PIP) to 16-inch HDPE transition. C905 plastic pressure pipe due to bend angles needed. 105 each 20-ft sections of 24-inch pipe (total 2,100 ft); 2 each Coupling from PIP to C905 2 each 45-degree bends; 1 each 24-inch x 12-inch T-connector, shall be compatible with 12-inch pipe selected; 8 each 24-inch special bend angles in degrees; Angles required are: 63, 34, 30, 7, 32, 15, 16, 68; 1 each 24-inch x 6-inch T-connector, compatible with 12-inch pipe; 1 each 24-inch Flange to 16-inch HDPE OD Flange; 1 ea 24-inch x 10-inch Cross Connector. 12-INCH PIPE-C909 RATED TO 80 PSI MINUMUM. Transition to 14-inch HDPE for Pond 1 Water Supply and Outflow on Pond 1 & 2. 9 each, 20-ft sections of 12-inch pipe (total 180 ft); 1 each 12-inch Flange to 14-inch OD HDPE Flange; 2 each 16-inch Steel Pipe to 12-inch Reducer; 2 each 90-degree bends; 1 each 12-inch x 6-inch T-connector. 10-INCH PIPE, C909 RATED 80 PSI MINIMUM. To connect to Pond Water Control Valving; 10 each 20-ft sections of 10-inch pipe (total 200 ft). 6-INCH PIPE, C909 RATED TO 80 PSI MINIMUM. To connect into Pressure Relief System; 7 each, 20-ft sections of 6-inch pipe (total 140 ft); 1 each 90-degree bend; 4 each flanges for relief valves. Pressure Relief Valves, pressure in line set to 60 PSI (6-inch/3000gpm). Delivery is requested 60 days after receipt of order. Offers are due at the above office by 4:00 p.m. Wednesday, September 6, 2006. The FOB Point is: Destination to Imperial National Wildlife Refuge, 12812 North Wildlife Way, Red Cloud Mine Road, Yuma, AZ 85365. This requirement is being procured under the Commercial Items Test Program at FAR 13.5. Effective October 1, 2003, prospective vendors must be registered on the Central Contractor Registration (CCR) site prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information. The provision at 52.212-01, Instructions to Offerors-Commercial Items is applicable. The provision at 52.212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Offers will be evaluated on past performance, technical compliance and price. Past Performance, technical compliance are less important than price. PROPOSAL SUBMITTALS: Offeror shall provide: A. At least three references for recently-completed contracts, including company name, contact person, phone number, e-mail address (if available) and physical address. Highlight federal government contracts and work in remote areas. References must be available for contact by this office. Proposals may be considered non-responsive if this office is not able to readily contact references. B. A completed FAR 52.212-3 (see below). C. TECHNICAL COMPLIANCE: Meeting the Government minimum specifications. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at 52.212-03, Offeror Representations and Certifications-Commercial Items, with its offer. Clause 52.212-04, Contract Terms and Conditions-Commercial Items is applicable. Clause 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.203-6, 52.219-6, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, and 52.232-33. Offers are due at the above office by 4:00 p.m. Wednesday, September 6, 2006.
