- The Marine Corps Systems Command intends to negotiate and award a sole-source contract modification with the Institute for Advanced Technology (IAT), an autonomous research unit founded at The University of Texas, pursuant to FAR 6.302-1. The contract is for analysis activities with the Novel Kinetic Energy Penetrator (NKEP) that will demonstrate to the Marine Corps that increased lethality and/or utility is possible from conventional direct fire weapon systems. Enhanced NKEP performance is being pursued as a means to lower the required muzzle energy associated with defeat of advanced technology heavy armor targets. The study will require reports on two tasks: (1) a physical prototype development models of NKEP projectiles and (2) a launch of concept hardware to demonstrate the ability to deploy components both in-line and in a scattered pattern and report on essential design issues such as trades involved in introducing multi-functionality into the design. IAT has a unique combination of knowledge, experience, and skill in both designing and analyzing highly complex the NKEP system with the potential to demonstrate increased utility at ordnance velocity. The period of performance is from 15 September 2006 through 15 September 2007, with an estimated cost not to exceed $95K. This notice of intent is not a request for competitive proposals. See Note 22. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice, and all responses must be received within fifteen (15) days of this posting.
