Description
The US Army Aviation and Missile Command, on behalf of the Threat Systems Management Office (TSMO), intends to solicit proposals on the basis of full and open competition for technical and engineering services in support of the maintenance, operation , field deployment, test and evaluation for Foreign Aviation Equipment, Foreign Ground Weapon Systems and associated Domestic Systems, to include engineering and technical expertise, training, publications management, administrative and management support. A single five (5) year, Indefinite Delivery Indefinite Quantity (IDIQ) contract with cost reimbursable orders is being contemplated. The applicable NAICS Code is 541330. Release of or participation in the solicitation and source selection process will be restricted and limited to US owned companies. In performance of the proposed effort, contractors and their personnel will be required to obtain DOD security clearances at various levels, the highest being Top Secret (TS) with Sensitive Compartmented In formation (SCI) access. A Draft Request for Proposal (DRFP) will be issued on or about 20 Oct 05 via electronic email or other means. All contractors responding to this notice should provide your company name, company point of contact and title, company information/address and the email address to which you want the DRFP sent. The DRFP will be provided in the Uniform Contract Format with attachments to include, but not limited to, a Performance Work Statement, Document Summary List, Sample Listing of Sys tems, Quality Assurance Surveillance Plan, Contract Data Requirements List, DD Form 254 (Department of Defense Contract Security Classification Specification), Sample Ground and Air 120 Day Scenarios and a Government Furnished Property List. All questions relative to the DRFP should be submitted in writing to eddie.whitfield@redstone.army.mil or submitted by data fax at (256) 842-8029 by 4:00 p.m. Central Standard time on 31 Oct 05, unless directed otherwise. A one time pre-proposal conference will be hel d in Huntsville, AL, on or about 09 Nov 05. Contractors that plan to participate in the competition are strongly encouraged to attend the pre-proposal conference. Interested parties will be provided the time, location and agenda for the pre-proposal conf erence when it becomes available. Participants of the pre-proposal conference are cautioned that the Government will not delay opening of the conference for anyone who is late or lost and another pre-proposal conference is not anticipated. The formal RFP is scheduled to be released on or about 20 Nov 2005. All offerors proposals will be due on or about 20 Dec 2005. Contract award will be made based upon the best value proposal submitted in response to the formal RFP using the factors of Technical/Manag ement (to include, but not limited to, sub-factors for Organizational and Consultant Conflicts of Interest (OCI), Security and Flight Operations Procedures), Past Performance and Cost in descending order of importance. Source selection procedures containe d in Federal Acquisition Regulation (FAR) Subpart 15.3 shall be utilized to select the successful offer. Contractors pursuing award of a government contract must be registered in the Central Contractor Register (CCR) prior to being awarded a DOD contract.
