- The Department of the Navy is seeking potential sources with the ability to satisfy the objectives of Statement of Objectives (SOO) 060033 for The Center for Naval Engineering Learning Site (CNELS) Fire Fighting School Propane Conversion and Damage Control Station Replacement Naval Station Pearl Harbor, Hawaii. SOO 060033 is posted at http://www.ntsc.navy.mil/EBusiness/BusOps/Acquisitions/Index.cfm?RND=23775 “CNELS FFS Propane Conversion and Damage Replacement Naval Station Pearl Harbor, Hawaii”. Written responses to this announcement should consist of the following: 1) A submission of the interested firm’s detailed relevant capabilities to meet the objectives of SOO 060033 (Propane Conversion and Damage Control Station Replacement should be addressed separately as funds may necessitate they be procured separately), 2) the interested firm’s degree of familiarity with the Navy’s Surface Fire Fighting Training Program, 3) a discussion of any customary business practices that might affect the firm’s fulfillment of the requirement or its relationship with the Navy customer and 4) a statement as to the interested firm’s size standard in regard to the identified NAICS code (541330, $4,000,000) and any objection to the identified NAICS code. A set-aside determination will result from the responses received through this Sources Sought announcement. This announcement is published for informational purposes only and satisfies the requirements of FAR Part 10. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form will not be considered as offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of the responses to this announcement. A separate synopsis will be posted for no less than 15 days before the issuance of a solicitation in accordance with FAR Part 5. It is requested that written responses be submitted as an attached Microsoft Word document, limited to five pages, via Email, and in time to be received by 1:00pm EST on June 26, 2006. There are no other prescribed format requirements for the response to this announcement. All firms responding to this announcement will be notified via an Email reply to the address submitting the above information if the requirement is solicited. Small, Small Disadvantaged, Hubzone, Service Disabled Veteran Owned and 8(a) concerns are encouraged to submit a response to this announcement. The Department of the Navy will use the responses to this announcement to make an informed decision concerning the strategy it will pursue to meet its objectives and, if the Department of the Navy elects to proceed with a procurement, to structure the solicitation to maximize commercial sector interest, stimulate competition and encourage truly innovative and imaginative proposals that will result in a best value award.
