- This purpose of amendment 000002 is to incorporate the following questions and answers regarding Enterprise Meta-data Exchange and Management Environment Solicitation Number RFP-770-6-0500-62 as follows: 1. What is the intended usage? The Meta-data management product will perform the creation, updating, reading, and deleting of meta-data in a meta-data repository tool with exchange capabilities with the tools listed in section 2 of the procurement document. 2. What are the total and concurrent users? Approximately There will be a very limited number of administrators with CRUD access and general availability of CMS and CMS partner business analysts read-only access. 3. Is there a specific product identified for this project or are you seeking the best available solution at as price that represents best value to the government? No, there is no specific product identified for this project. 4. This solicitation has been classified as a ?Total Small Business? set-aside. As such, is it required that COTS product proposed for this procurement be manufactured by the offeror or some other small business concern? No. 5. Is the offeror permitted to propose a product for which they are authorized to resell or obtain the product from another small business authorized reseller? Yes. 6. Section 3, ?Requirements?, lists four primary Contractor requirements (Delivery, Installation, Testing, Operations and Maintenance). Is the contractor also required to provide product training under this contract? If so, under which of the four requirements will this task fall? No. 7. Are systems integration and support services included within the Installation requirement? If not, are these services required under this contract? Integration of the tool is within the scope of installation. There are no other support services beyond those listed in the procurement documentation being sought. mponents for operation within CMS?s IT infrastructure c. An operations manual that provides sufficient instruction for CMS to successfully operate and maintain the software components that includes installation of product fixes and software upgrades d. A listing of the technical specifications that detail the operating requirements of the software components and minimum hardware and operating system requirements necessary to successfully operate the software toolset in CMS?s Data Center. The Government will provide access (including local workstation and server access as needed) for the COTS software toolset to be installed, configured, tested, and operated in CMS?s technical infrastructure. CMS shall provide the CEMEME access to all meta-data sources from which meta-data will be extracted, and access to all meta-data targets to which meta-data is to be pushed to support CEMEME successful implementation and operation. After installation the Contractor shall support configuration and fine-tune the newly installed CEMEME to ensure that the toolset is operating at optimal levels within CMS?s IT infrastructure environment. 3.3 Testing The Contractor shall assist the Government in testing to verify that the CEMEME has been successfully installed and is operational in CMS?s IT infrastructure environment. 3.4 Operations and Maintenance The Contractor shall provide product fixes and software upgrades to the CEMEME as long as the software is licensed by CMS in accordance with the Contractor?s maintenance agreement. Delivery and acceptance will take place at 7500 Security Boulevard, Baltimore, MD 21244, thirty days after award. FOB point is Destination. The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are (1) Ability to meet technical requirements (2) past performance. Proposals will also be evaluated on a best value determination. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer FAR Clause 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders ? Commercial Items, applies to this acquisition. The proposals are due August 28, 2006 3:00 PM EST and must be submitted to Charlene Barnes, Contract Specialist, 7500 Security Boulevard, Baltimore, MD 21244.
