- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. See form SF1449 and attachment no. 1 posted at this site. The solicitation number for this Request for Quotes (RFQ) is NRCS-21-ID-06. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The USDA Natural Resources Conservation Service intends to issue an order for one Wintersteiger Delta, Kincaid 8XP, or equal Research Small Plot Combine to be used for harvesting grass, legume and forb seed. The combine shall have, as a minimum, the following characteristics: Diesel engine (4 cylinder, 3300 ccm, 80 Hp, minimum). Water-cooled, including engine oil, radiator, fuel tank, intake air filter, and working hour meter; Cabin with air conditioning and heating, safety glass, windshield wipers, lighting equipment for road use, and lifts hydraulically for maintenance access; Hydrostatic drive by wheel hub motors, switchable in 2 steps, variable speed control from 0-10 km/h and 0-18 km/h; Spring mounted driver seat adjustable vertically and horizontally; Power steering with tilt steering column; Multifunctional lever for controlling driving speed, cutting head and reel, emergency stop for cutter bar, feeding auger and chain conveyor; Threshing drum variator with rotational speed indicator and variable rotational speed adjustment from 330 ? 2200 rpm; 1500 liter grain tank and discharge auger with 2.70 m overhead loading height, cleaning area with double sieve set-up and mix-free shaker; Hydraulic drive cleaning fan with variable speed adjustment, easy adjustment of concave clearance, high grain separation due to specially shaped beater drum (6 beater bars, 350 mm diameter, 780 mm wide); Mix-free pneumatic seed delivery system; Tires: front 400/55-17.5 (400 mm tire width, 1535 mm track width, 1865 mm outer wheel width); Rear 26 x 12.00-12 (318 mm tire width, 1327 mm track width, 1645 mm outer wheel width); Grain head with 1.75 m (69 inch) cutting width, feed auger, pneumatic clean out system, emergency stop and reverse function, 4-bat reel, crop divider, special adaptation of grain head for fine seeds; 2 reel brushes 1.75 m; 6 Crop lifters for 1.75 m grain head; Universal concave 15 mm/12 mm (center to center/opening); Universal shaker, graepel type, 28 mm, with step; Adjustable top sieve, 3 cleaning sieves (lower sieve) 6, 12 and 16 mm; Side mounted bagging system with single bagger; Belted pick-up attachment, 1500 mm for 1.75 m cutting unit; Horizontal, hydraulic reel adjustment; Blowout device for feeder chain housing; Compressed air system for cleaning with 20 liter compressed air reservoir. The Combine shall be delivered no later than May 15, 2007 to Loren St. John, Aberdeen Plant Materials Center, 1494 S 2700 W, Aberdeen, ID 83210. The contract will be for the purchase, delivery and setup of the combine. The manufacturer shall provide its standard commercial warranty. The offeror is also required to provide on-site training that encompasses all facets of machine operation, from basic machine maintenance to more complex electronic functions. Provision 52.212-1, Instructions to Offerors ? Commercial Items applies to this acquisition. There are no addenda to this provision. Provision 52.212-2, Evaluation ? Commercial Items does not apply to this acquisition. The offeror will be required to complete provision 52.212-3, Offeror Representations and Certifications ? Commercial Items, with its offer.
