Description
The work will consist of reconstruction of a failed conservation practice in Section 34 T23N R11E located in Jackson Township, Blackford County, Indiana. The major items of work will consist of approximately 3984 feet of grassed waterway construction and 1089 feet of diversion construction plus seeding, mulching, erosion control blanket, riprap, bedding and earthfill. The duration of the contract is approximately 21 calendar days from the notice to proceed. Any contract resulting from this solicitation will be a firm fixed price contract. This solicitation is issued as a full and open competition under the Small Business Competitiveness Demonstration Project; thus, any business regardless of size may apply. Magnitude of proposed construction is between $25,000 and $100,000. The North American Industry Classification is 237990 and the size standard is $28,500,000. The solicitation package will be issued as an Invitation for Bid and will be available for downloading from the Federal Business Opportunities web-site at www.fedbizopps.gov on or around September 7, 2006. The site visit and discussions are scheduled to start at 9:30 am local time on Monday, September 11, 2006 off of County Rd 500 East at Section 34T 23N R11E, Jackson Township, Blackford County, Indiana. Please email the Contracting Officer listed below if you plan on attending the site visit along with the names of your attendees and a contact phone number. Specifications and drawings will be posted at this web site and available for downloading on or about September 7, 2006. Notification of any changes to this solicitation (amendments) shall be made only on the internet. It is therefore the contractor's responsibility to check the above listed web address daily for any posted changes to this solicitation. Downloading from the internet is free of charge; however, specifications and drawings may take a considerable amount of time to download. Telephone and fax requests will not be accepted. The closing date for receipt of bids is set for September 14, 2006 at 2:00 pm local time at the following address: NRCS, 6013 Lakeside Boulevard, Indianapolis, IN 46278. The Davis-Bacon Act Wage Determination IN030006 dated August 4, 2006 will apply. Telephone and fax inquiries will not be honored. NOTE: The Federal Acquisition Regulation (FAR) requires that contractors be registered in the Central Contractors Registration Database and the On-Line Representations and Certifications Application (ORCA) database, prior to being awarded a contract. The first step to register is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun and Bradstreet (D&B). To request a DUNS number call D&B at the toll free number 1-866-705-5711 or register on-line at http://www.dnb.com/ccr/register.html. Obtaining a DUNS number through this process is free of charge. After obtaining your DUNS number register in CCR and OCRA by visiting the two following websites: http://www.ccr.gov and http://orca.bpn.gov. The CCR Customer Assistance Center can be contacted toll free at: 1-888-227-2423. It behooves anyone who is submitting a bid to begin this process as soon as possible since it can take several days to complete. If the low apparently successful bidder does not become registered in both the CCR and the ORCA database within three business days of being notified of its successful bid, the Contracting Officer will proceed to award to the next otherwise successful registered bidder. Processing time, which normally takes 48 hours, should be taken into consideration when registering. Bidders who are not registered should consider applying for registration immediately upon receipt of this solicitation. If you are not interested in submitting a bid, no response is necessary.
