- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch (GB) plans to enter into a sole source procurement for Illumina Infinium HumanHap 300v1.1 Whole-Genome Genotyping Kit from Illumina, Inc., 9885 Towne Centre Drive, San Diego, CA 92121-1975. The North American Industry Classification System Code is 325413 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items. Illumina is the only source known to the NCI researcher for these proprietary beadchip arrays which will be used in their Government owned Illumina beadchip scanner and are required for the continuation of ongoing experiments as detailed below in their JOFOC. However, if any interested party believes it can perform the requirement as detailed in the JOFOC they may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on August 31, 2006. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and may be emailed to Debbie Moore at dm170b@nih.gov or faxed (301) 402-4513. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Part I: Background information and Description of Acquisition Title: Illumina Infinium HumanHap 300v1.1 Whole-Genome Genotyping Kit Purpose/Brief History: The GB is engaged in the study cancer genetics. Analysis of genetic alteration is an integral technique to the function of the GB. By using genotyping beadchip arrays to analyze copy number alteration, the GB is able to investigate the role that specific genes or groups of genes play to influence carcinogenesis and cancer progression in tumor and cancer cell line samples. The required Single Nucleotide Polymorphism genotyping beadchip arrays consist of 50-mer oligos immobilized on microbeads embedded in an array format. They are manufactured on custom slides and contain >317,000 target loci. The proposed microarrays will be analyzed and scanned on our existing Illumina beadchip scanner. PART II: Facts and reasons to Justify Other than Full and Open Competition Statutory authority FAR 13.106-1(b)(1) b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). Justification: Illumina is the only company that offers a Single Nucleotide Polymorphism Genotyping Beadchip arrays, which consist of 50-mer oligos immobilized on microbeads embedded in an array format that are scannable on the GB?s Government owned Illumina BeadArray Scanner. The beadchip arrays are manufactured on custom slides and contain >317,000 target loci. Each oligo on the beadchip is present at a 30-fold redundancy for a statistically powerful result unavailable from any other manufacturer. The Single Nucleotide Polymorphism Genotyping Beadchip arrays allow analysis of both whole genomic copy number alterations and loss of heterozygosity in the same analysis. Illumina?s beadchip arrays are the only arrays, which are quality controlled at the manufacturer through a process of iterative hybridization that pre-qualifies all the elements on the array as being 100% functional.
