- This is a combined synopsis and solicitation for the following commercial items:</p> 0001- Downlink Monitor Services. IAW Statement of Work for period 1Oct 08 - 30 Sept 09. </p> 3001- Downlink Monitor Services. IAW Statement of Work for period 1Oct 09 - 30 Sept 10. </p> 4001- Downlink Monitor Services. IAW Statement of Work for period 1Oct 10 - 30 Sept 11. </p> DISTANCE LEARNING (DL) SATELLITE DOWNLINK/COMPUTER BASED TESTING SITE MONITOR 1 Description of Services 1.1 Contractor shall provide site monitor services at a Distance Learning (DL) satellite downlink site in accordance with specific guidance from the Education Services Officer (ESO) or designee, established directives and requirements listed below. 1.1.1 Ensure a quality educational environment is maintained at all times. 1.1.2 Maintain a close and continuing contact with the Education Center staff to ensure a high degree of professional understanding, cooperation and liaison supportive to the mission of the Flight. 1.2 Equipment 1.2.1 Set up classroom(s) equipment for use for satellite, video, computer-based or resident instructor delivery methods a minimum of one-half hour prior to beginning of each scheduled program delivery. 1.2.2 Establish audio connection and ensure monitor is set accurately prior to the start of scheduled broadcast. 1.2.3 Ensure all equipment is functioning properly, maintain a log of equipment malfunctions, and arrange for service or repair of equipment with appropriate agencies. 1.2.4 Monitor each complete program and, as it occurs, report audio or video problems to origination site and continue to work with network technicians until problem is determined and broadcast continues or is cancelled. 1.2.5 Provide equipment and classroom procedures orientation to student participants and, if applicable, course facilitator preferably prior to broadcast start, but no later than the first hour of the program. 1.2.6 Record and maintain video recordings of instructional programs for student review or future utilization as required. 1.2.7 Ensure equipment is secured. 1.3 Facilities 1.3.1 Open and lock classroom(s). 1.3.2 Ensure classroom(s) is set up to accommodate scheduled student load. 1.3.3 Ensure classrooms are neat, orderly and clean before and after each session. 1.3.4 Inform ESO of facility problems requiring attention. 1.4 Scheduling, Enrollment and Student Administration 1.4.1 Pre-Broadcast 1.4.1.1 Schedule students for training as necessary 1.4.1.2 As required, coordinate applications for courses with the Air Technology Network (ATN) administrators or other origination site. 1.4.1.3 Enroll students using appropriate forms, as necessary. 1.4.1.4 Conduct orientation to include building/classroom procedures, safety, the use of the equipment and encourage student participation. 1.4.1.5 Take attendance. 1.4.1.6 Complete class roster and forward to appropriate offices. 1.4.2 During Broadcast 1.4.2.1 Monitor students and equipment. 1.4.2.2 Assist course facilitator and students in resolving equipment and student materials problems. 1.4.2.3 Assist Distance Learning instructor or presenter from origination site with program administration requirements as necessary. 1.4.3. Post-Broadcast 1.4.3.1 Administer student attrition survey, make recommendation on retention when needed and forward to appropriate office. 1.4.3.2 Administer student critiques and forward to appropriate office as required. 1.4.3.3 Administer end-of-course surveys as required. 1.4.3.4 If required, assist test examiner to administer assessment instruments for broadcast and computer-based courses. 1.4.3.5 If required, assist test examiner to score assessment instruments. 1.4.3.6 If required, record test results according to directives and submit to appropriate offices. 1.4.3.7 Package and mail all materials to course director or origination site as required. 1.4.3.8 Distribute course completion certificates or diplomas. 1.4.3.9 Assist test examiner in scheduling tests as necessary. 1.5 Support Materials Distribution, Collection and Security 1.5.1 Distribute course materials, as required, to students and facilitator. 1.5.2 Maintain a log of course materials when required. 1.5.3 Receive, inventory and store course materials as required. 1.5.4 Secure and administer examinations. 1.5.5 Maintain security of examinations when in use. 1.5.6 Conduct an inventory of examinations and course materials after use and record appropriately, if required. 1.6 Reports and Ordering 1.6.1 Provide the ESO or designated administrator with two written reports. 1.6.1.1 Provide a monthly report (within 3 days after end of month) of the number of programs, number of participants by category, and duration of programs using the appropriate format as indicated on downlink program log. 1.6.1.2 Provide a semi-annual report (Oct-Mar and Apr-Sep)(within ten days of the end of period) of the number of programs, number of participants by category, and duration of programs using the appropriate format as indicated on downlink program log. 1.6.1.3 Complete inventory on statistical report as needed in support of ORI, MIVER or other inspections. 1.6.2 After each administration of examinations record and deliver the number of exams by category to the Test Control Officer (TCO). 1.6.3 Ensure the proper amount of course materials, if required, are ordered or are on-hand for upcoming programs. 2 Government-Furnished Property, Supplies and Services 2.1 Pencils, papers, and forms as required. 2.2 Locking storage container 2.3 Mailing materials. 2.4 Applicable directives and handbooks. 2.5 Pencil sharpener. 2.6 Trash receptacles. 2.7 Required computers and software for use as student resources and means of conducting computer-based surveys. 3 General Information 3.1 Contract will be on a call basis. 3.2 Payment for each period called for and satisfactorily delivered will be made at the agreed hourly price provided a minimum of one program is scheduled during the period. 3.3 The actual number of hours worked each day will be considered for payment. 3.3.1 If called or scheduled for a training program of less than a total of four hours in a one-day period, payment will be based on four hours of service. 3.4 Calls for service may be made informally by the ESO, canceling calls a minimum of 12 hours in advance when less than one course is scheduled. 3.5 Contractor will not be paid for service cancelled due to base closure as a result of inclement weather or military alert status regardless of prior notice. 3.6 Contractor absences will be covered by a designated contractor representative who is qualified, trained and approved by the Contracting Office. 3.6.1 The designee will be located, trained and provided by the contractor. 3.7 A training day occurs on any calendar day, where training includes receipt, storage, inventory and mailing training materials as well as scheduling, enrollment, monitoring programs and student administration. 3.8 Set-up for the day may begin as early as 0700. 3.9 Holidays 3.9.1 Scheduled Holidays when performance will not be required. Day Thanksgiving Day Christmas Day 4 Contractor Qualifications: 4.1 Contractor must have a minimum of one-year experience providing education or training to adults. 4.2 Experience working with audio-visual equipment and computers is preferred but not required. 4.3 Experience working with teleconferencing equipment is desired but not required. 4.4 A high school or GED equivalency is required but college level education is preferred. 4.5 Basic skills in word-processing and data base spreadsheets are highly desirable. 4.6 Excellent customer service skills and verbal communication skills are essential. 4.7 The contractor will attend Job Site Training/Point of Contact (JST-POC) training broadcast at next scheduled quarterly presentation (or any future Air Force training program to remain current on Distance Learning methods and procedures). 4.7.1 Typically this broadcast training is received in local satellite downlink classroom. 4.7.2 Typically this training is no longer than 5 hours in duration. </p> FOB: Destination for delivery to Sheppard AFB TX 76311</p> This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice.
