Description

This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation HAQ062041is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-9. NAICS code 324121; size standard of 500 employees. This will be a firm fixed-price contract for the Bureau of Land Management, Medford District, Grants Pass Resource Area in Josephine County, Oregon. SUPPLY, DELIVER, AND APPLY an estimated quantity of 70.6 tons of diluted emulsified asphalt CSS-1 Fog Seal to Serpentine Springs Road #35-9-1.2. TECHNICAL SPECIFICATIONS: The emulsified asphalt CSS-1 shall be diluted by adding an equal amount of water. Diluted CSS-1 oil shall be spread at a rate of 0.2 gallons per square yard. Allow the fog seal to penetrate undisturbed for at least two hours or until the emulsified asphalt breaks and is substantially absorbed into the existing surface. Then lightly cover the remaining spots of excess asphalt with blotter before opening the surface to traffic. Apply fog seals only when weather is not foggy or rainy and when rain is not forecast for at least 24 hours. CSS-1 oil shall comply with Industrial standard practice. DELIVERY, PERFORMANCE, AND ACCEPTANCE: 1) Delivery - Diluted emulsified asphalt CSS-1 shall be F.O.B. Serpentine Springs Road #35-9-1.2 which is 10 miles west of Galice, Oregon. Serpentine Springs road begins at T35S R9W Section 1 and proceeds Northwest 6.5 miles. Location map can be accessed at http://www.blm.gov/or/procurement/index.htm; 2) Performance - a) Delivery shall be required between September 20 and 27, 2006 with a performance period of two calendar days. b) Contractor shall furnish four copies of delivery tickets for each delivery made. Tickets shall contain the following information: (a) Contractor's name and address; (b) Delivery date; (c) Quantity delivered with unit and total prices; (d) The CO's Representative or alternate will sign the delivery ticket and provide two copies to the Government. The Government will pay the Contractor upon receipt of a proper invoice with supporting tickets on quantities accepted by the Government; 3) Acceptance - Final inspection and acceptance of supplies will be made by the Government at the place of delivery. FAR Clause 52.212 2, EVALUATION FACTORS FOR AWARD - Award will be made to the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for this solicitation include past performance of the quoter. Past performance information may be based on the Government's knowledge of and previous experience with the quoter, or other reasonable basis. QUOTATIONS SHALL INCLUDE: 1) Quotation price per ton for diluted emulsified asphalt CSS-1 Fog Seal, which includes furnishing all labor, materials, equipment, supervision, transportation and incidentals necessary to provide the supplies in accordance with the terms, conditions and specifications herein. 2) FAR provision 52.212-3 is available at: http://www.or.blm.gov/procurement/com_cert.htm. Offeror Representations and Certifications-- Commercial Items; 3) Quoters shall submit signed and dated quotes, either on a SF1449 or letterhead stationary.
