Description

NAVFAC MARIANAS GUAM plans to solicit and negotiate a procurement on a sole source basis with Black Construction Corporation (BCC) P.O. Box 24667, GMF Guam 96921 to design build upgrades to Steam Plant, Bldg 4551 to improve steam quality and capacity supplied at Alpha Wharf to a minimum 150 psig and correct latent defects found in the system. BCC possess the unique capabilities and expertise required to design and build the upgrades as they were the incumbent on the P-250 Waterfront Utilities Upgrade Installation, N62742-01-C-1334. Interested firms may identify their interest and capability by response to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis wil be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will formally be considered solely for the purpose of determining whether to conduct a competitive procurement.
