- NASA/GSFC has a requirement for an optical detector array with the following characteristics: 1)One 8x8 MWIR HgCdTe array expoxied to a Si fanout with the following charateristics: a) A cutoff wavelength at 77 K of between 4.2 and 5.1 um b) A pixel size (pitch) of 64 um x 64 um c) An operating temperature of 77 K d) >50% of the pixels with a gain normalized dark current at 10 V < 1 uA/cm2 e) High optical quantum efficiency (>60%, est) from 1 um to cutoff wavelength 2) One data package for the 8x8 that includes: a) Dark current measuremetns up to 10 V on each pixel b) Gain measurements up to 10 V on each pixel c) A bond diagram that indicates which pixels each bond pad is connected to d) An 'operating procedure' that includes cautionary remarks regarding bias and flux levels NASA/GSFC intends to purchase the items from DRS Technologies, Dallas, TX because the are he only company with a contiguos HgCdTe avalanche photodiode pixel array. We require a contiguous array for our laser instrument receiver applications. Authority is 10 U.S.C. 2304 (c) (1) only one responsible source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 PM Eastern Standard Time on September 8, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
