Description
NASA/KSC has a requirement for SDS-100 Computer Servo-Controlled Direct/Residual Shear Testing System for Soils, 1 ea. NASA/KSC intends to purchase the item from Geotechnical Consulting & Testing Systems, P. O. Box 23686, Tempe, AZ 85285,The ISRU Excavation Analytical Tools & Concepts project is developing soil mechanics models for lunar soil. The standard geotechnical measurements of cohesion that are used for terrestrial soil are too crude and not sufficient to identify the fundamental source and characteristics of lunar cohesion. There are three types of direct/residual shear testers: (1) Dead Weight, (2) Pneumatic, and (3) Hydralic. The Dead Weight testers are not capable of performing the full range of research measurements that are needed, including specification of normal strain and various stress paths. Pneumatic shear testers can be programmed, but tey are not sufficiently stiff to product the needed level of acccuracy at low confirement (normal load) conditions. The only type of tester that will meet the requirement is a hydraulic system, because it is programmable for the complex stress/strain paths and yet it is sufficiently stiff to handl very weak confirement. The hydraulic sheer testing system from Geotechnical Consulting & Testing Systems (GCTS) is the only known hydraulic/programmable shear tester with hydraulic normal load servo control. No other companies can manufacture or sell this type of system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to barbara.y.powell@nasa.gov not later than 4:30 p.m. local time on August 30, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
