Description
The Centers for Disease Control and Prevention (CDC) contemplates a HUBZONE set-aside competitive award of a 24-month fixed-price contract. The solicitation will be posted in approximately 15 days. Technical evaluation of proposals will be more important than price. Potential offerors must have current Assurance with the U.S. Dept. of Health and Human Services, Office for Human Research Protections, and Institutional Review Board registration. The goals of the procurement will be: •Gain an understanding of the social, cognitive, emotional, economic, and other barriers and the facilitators that impact rural American AI/AN populations’ understanding of MI signs and the delays to treatment following an MI •Identify methods and style of delivery for messages, and •Develop and produce tailored key messages and sample copy (e.g., radio, print, stories) that 1) resonate with rural AI/AN populations and 2) are consistent with and customize current “Act In Time” messages, see http://www.nhlbi.nih.gov/health/public/heart/mi/act_plan.pdf •Identify innovative intervention strategies that could have a potential to reduce the current long delays in time to treatment for acute MI for rural AI/AN populations •Test developed messages and modes of delivery in a pilot clinical intervention •Convene, support, and obtain input and feedback from an advisory Partners Workgroup. A wage determination has not been requested since the requirement involves meaningful numbers of professional employees as defined in FAR Subpart 22.11.
