Description
The National Oceanic & Atmospheric Administration (NOAA), ITA intents to advertise and broadcast educational opportunities available in the United States to prospective students in China. CNBC-Asia will negotiate broadcasting terms, dates, and slots with the following broadcasters:Beijing TV 5, Shanghai Media Group Young Channel, and Guangzhou South Satellite TV Station. CNBC-Asia will negotiate 4 slots, 23 minutes long, between October 15, 2006 and November 30, 2006. Opening and closing billboards, delivering tapes to broadcasting stations, the Embassy, and other parties named later, and broadcasting confirmation document will also be the responsibility of CNBC-Asia and included in the proposed price. This acquisition is being procured as a sole source using "Other Then Full and Open Competition" in accordance with 41 USC 253 (c) (1) and FAR 6.302-1- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) code is 515120 and the related size standard is $12M. The Department of Commerce intents to award the firm fixed price requirement to CNBC-Asia. Interested parties who believe they can provide the services must submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. In accordance with FAR 5.204 a written affirmative response must be received no later than fifteen days after the publication of this synopsis. Please submit response to thomas.fout@noaa.gov
