- The National Cancer Institute (NCI), Division of Cancer Control and Populations Sciences (DCCPS), Behavioral Research Program (BRP), Tobacco Control Research Branch (TCRB) plans to procure on a sole source basis with the American Journal of Preventive Medicine (AJPM), 1001 Connecticut Ave., NW Suite 610, Washington, DC 20036 to publish an approximately 100 page special supplement issue on the State-of-the-Science on Tobacco Control. In June of 2006 the NIH State-of-the-Science Conference on Tobacco Use: Prevention, Cessation and Control was held in Bethesda, Maryland. Cigarette smoking alone is responsible for more than 30% of cancer deaths annually in the U.S. and smoking is also an important cause of death from heart disease, stroke, and chronic obstructive pulmonary disease. This special issue will focus on presentations that were given by 16 experts at the NIH State-of-the-Science Conference and will explore and discuss the preventive, therapeutic and the diagnostic options of tobacco use. The AJPM shall provide NCI with: 1) production and distribution of the special issue to subscribers of the AJPM; 2) 1500 additional copies of the special supplement shall be provided to the Tobacco Control Research Branch for further distribution, plus additional copies issued to each author; and 3) a PDF of the special issue to be posted on the cancer.gov website. The American Journal of Preventive Medicine is uniquely qualified to carry out this effort since it specifically addresses educational initiatives aimed at improving the ability of health professionals to provide effective clinical prevention and public health services. The AJPM publishes original, peer-reviewed articles in the areas of prevention research, teaching, practice and policy, as well as, papers on health services and research pertinent to prevention and public health. AJPM is the only known journal that has a large readership that reaches the specialized and specific audience in the research and medical community of tobacco control. Due to the journal?s expertise in promotion of individual and community health, its knowledge and capabilities, large readership and outstanding reputations AJPM is the only journal that can get this supplement out to its targeted audience. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI end-user to determine if it can meet the requirements of this synopsis. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on September 7, 2006. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
