Description
THIS IS A REQUEST FOR QUOTATION (THIS IS NOT A ORDER). CURRENTLY THIS IS AN UNFUNDED REQUIREMENT THAT MAY OR MAY NOT BE FUNDED THIS FISCAL YEAR. REQUEST YOUR QUOTE BE GOOD THROUGH 30 SEPTEMBER 2006. The 436th Contracting Squadron at Dover AFB Delaware intends to award a purchase order under Simplified Acquisition Procedures (SAP) to purchase Secury Force SIM Munitions. This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is F1Q3SF6152A200 and is issued as a Request for Quotation (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2005-08 and Defense Acquisition Circular 91-13. This solicitation is set-aside for small businesses. The North American Industry Classification System Code (NAICS) is 332992, size standard of 1000 Employees. The contractor shall provide the following items: 0001:FX Beretta 9mm conversion kit, 50 EA. 0002:FX M4A1 Conversion kit 14.5" barrel, flat-top w/o carry handle, blue handguards two 20rd plastic magazine, 50 EA. 0003:FX 9001 Protective mask, 50 EA. 0004:FX 9000 Throat collar, 50 EA. 0005:FX 9000 Groin protector, 50 EA. 0006:FX 9mm Marking Cartridge red, 5 BX(ITEM DESCRIPTION The 436th Security Forces Squadron is seeking bids for U.S. Air Force Approved Firearms Simulators. These simulators are for annual deadly force and use of force training IAW AFI 31-207. The simulators must meet or exceed the following specifications: The simulators must utilize a dye and man marking cartridge system. The simulators must be able to be used in existing Security Forces weapons systems (specifically the M-4 Rifle and the M-9 Pistol). Conversion kits to convert the weapon to accommodate the marking cartridge system are acceptable. The total quantity to be procured is fifty (50) for each weapon system. The 436th Security Forces Squadron is also seeking bids for the associated protective equipment to be used with U.S. Air Force Approved Firearms Simulators. This equipment must meet or exceed the following specifications: Protective Face Mask: The face mask should be simple to put on and can be used with Kevlar (military) helmets, and allows the user to communicate effectively during exercises. The design should allow for good peripheral vision with an anti-fog coated visor and the mask should be able to be worn with eyeglasses. Both the visor and frame must be guaranteed to withstand the impact of all marking cartridges. The mask should be a one-size-fits-all design. The total quantity to be procured is fifty (50). Throat Protector: The Throat Protector must fit snugly around the neck and be comfortable when worn. It must be designed to withstand all marking cartridges. The total quantity to be procured is fifty (50). Groin Protector: The Groin Protector must be worn externally, and must come in two models (one for males and one for females). It must be designed to withstand all marking cartridges. The total quantity to be procured is fifty (50)). OR EQUAL ITEMS WILL BE EVALUATED. Please acknowledge all requirements on quotations. Offerors must provide brochures/literature of the items being offered along with their quote, if applicable. The technical literature submitted needs to clearly communicate the offeror?s understanding and compliance with the minimum requirements as set forth in the specifications or any alternative proposal submitted in response to this RFQ. Contractor shall provide all materials, labor, and transportation necessary to accomplish this work. Offeror must provide warranty information specific to all equipment. FOB point is Dover AFB, Delaware and the required delivery date is 30 Sep 2006. In Accordance with FAR 52.252-1 (Feb 1998) and FAR 52.252-2 (Feb 1998), the following provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors, Commercial Items (Oct 2000); FAR 52.212-2, Evaluation, Commercial Items (Jan 1999). Award will be made to the offeror whose proposal represents the best value to the Government. Alternative proposals are encouraged. Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes such as changes in paying office, appropriations data, etc. which may be changed unilaterally by the Government.?
