Description
This is a notice that the Government intends to solicit/award the following requirement as a sole-source to EnviroStat, Inc. A firm-fixed price commercial service to conduct Sampling for Defensible Environmental Decisions Training Workshop on Honolu lu, Hawaii. Scope of Work is as follows: Conduct a training workshop that focuses on sampling strategies based upon quantitative statistical principles, addressing issues such tolerances for decision errors and sampling designs that result in data that ar e representative of a particular decision unit. Coordinate with Project Manager for project information, schedule, and points of contact. The Contractor shall provide all necessary course material to all students. The Contractor shall assume 20 persons shall be attending this training course. The Contractor shall conduct a training workshop that includes but not limited to sampling theory, mitigating sampling errors, selection of sampling tools, statistics for sampling, sampling for hot spots, site char acterization, date quality objectives, field quality control, sampling plan design, sampling modes, cost effective sampling, and case studies. In addition, the Contractor shall provide information on the State of Hawaiis technical guidance for using the multiincremental sampling approach. The training should be at least four consecutive eight-hour days. All equipment and supplies shall be provided by the Contractor, unless otherwise directed by the Government. Conference(s) shall be held between the C ontractor and the Contracting Officer or his/her representative (COR) to resolve technical difficulties, to brief and to notify the Contracting Officer or his representative of significant environmental problems, if necessary. The principal investigator sh all have at a minimum a masters degree from an accredited university with a major chemistry, environmental sciences or closely related field study and five years of experience in sampling methods. Period of performance is 270 calendar days after contract award date.
