- The U.S. Army Engineering and Support Center, Huntsville, Al intends to award a sole source follow-on contract to Chemical Compliance Systems, Inc.(CCS)in Lake Hopatcong, NJ. This contract will be an Indefinite Delivery/Indefinite Quantity contract with Firm-Fixed Priced Task Orders in support of the Defense Ammunition Center (DAC)in the inventory and tracking of ammunition and related environmentally impacted activities. A base and four option years for a total of $6.5Million. The management of am munition logistics and training and the demilitarization of ammunition in excess to current needs is an ongoing and in-progress effort and data base development is in an intermediate state. The contract will support the mission by providing, enhancing, an d maintaining data base systems for ammunition inventory and environmental factors relative to production, storage, shipment, and disposal of each ammunition item. The contractor will perform the continuation of services to develop and maintain Munitions Analytical Compliance Systems (MACS-1) that calculates munitions reports and provides compliance and safety analyses at all thirteen demilitarization sites to assure that hazardous materials are not released to the environment and to identify Maximum Achie vable Control Technology (MACT). Further to enhance and maintain Munitions Items Disposition Action System (MIDAS) internet-accessible databases for ammunition inventory and disposal requirements and the maintenance of Transportation Records Analytical an d Compliance System (TRACS). The contractor must be intimately familiar with the design and utilization of MACS-1 Hub and Client Modules. They must also be knowledgeable about MIDAS and munitions demilitarizatrion inventories as well as federal and state -by-state compliance requirements. The contractor must be intimately familiar with design and utilization of TRACS. The contractor must also have pre-existing chemical reference databases to support ammunition management environmental compliance. There is no other known source who can provide continuation of this service. This is not a formal soliciation. The synopsis of intent to issue a sole source award to CCS, Inc., in Lake Hopatcong, NJ is not a request for proposals/offers. Contractors who feel they can provide the U.S. Army Engineering and Support Center, Huntsville, with the above services, as specified above are invited to submit, in writing, an affirmative response which includes, as a minimum, the capability to do the work and evidence of ex perience, any applicable pricing data, and any information indicating a bona fide ability to meet this specific requirement. All responsible sources may respond to this synopsis, and all such responses will be considered by the agency. Reference Note 22, the 30 day period for submitting responses is inapplicable, the agency only requires a 15 day period and will control the issuance of the solicitation to the contractor. If no written responses are received within 15 calendar days, a sole source award wi ll be issued.
