Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RMK0E060092, is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 2001-03. The North American Industry classification (NAICS) code is 624310 and the business size maximum is $5.0 Million. The proposed contract is a Total Small Business Set-Aside. All small business shall provide a breakdown of their costs to demonstrate that at least 51% of the cost of contract performance incurred for travel, supplies, training materials, etc. shall be performed and incurred by the small business (prime). All small businesses shall comply with FAR 52.29-14 Limitations on Subcontracting. All responsible small business sources may submit a quote, which will be considered by the Government. This office is requesting quotes on the following item: 001: Provide all travel, supplies, materials and personnel to provide training to staff members in the use of the book Aligning Standards, Tests and essential Skills to Improve Instruction in accordance with Scope of Work. Please provide a breakdown of your costs. All work shall be performed in accordance with the Scope of Work. The contract shall be awarded as a firm fixed price contract. Scope of Work. The mission of the FOCUS project is to provide administration and educational leadership that promotes a quality education system. Through the acknowledgement of the diverse, distinct Tribal governments and communities, the Bureau of Indian Education?FOCUS project will insure that the preservation of cultural values, cultural economic well-being, and tribal needs are important aspects of the Education functions. The purpose of the FOCUS PROJECT is to provide support to help the schools make Adequate Yearly Progress. The project will provide extremely intensive assistance in areas of need for each school. The following schools from Central Navajo, Southern New Mexico, and Northern New Mexico agencies will participate with the contractor: Lake Valley Community School, Tesuque School and San Ildefonso School. The project in this proposal will assist schools by training staff members to utilize the book Aligning Standards, Tests and Essential School to Improve Instruction to: 1. Understand the reading and math curricula matrix and the essential skill lists. 2. Use current assessment results with material in the book to develop teaching plans and methods to improve achievement of all students. The project will begin in September 2006 and will go through May 2007. The consultant must be experienced in training school staffs on the book, Aligning Standards, Tests and Essential Skills to Improve Instruction, published by the International Center for Leadership in Education. Services will include: 1. Preparation and planning time for contractor to consult with individual schools as to specific needs regarding training using the book, Aligning Standards, Test and Essential school to Improve Instruction, and the results of the 2005 and 2006 New Mexico criterion Reference Test. 2. To facilitate the training with the staff members at each school on the book, Aligning Standards, Tests and Essential School to Improve Instruction. 3. To provide follow-up training and to be available for questions and consultation. 4. The consultant must be experienced in training school staffs on the book, Aligning Standards, Tests and Essential Skills to Improve Instruction, published by the International Center for Leadership in Education. QUALFICATIONS OF THE EXPERT PROVIDER: 1. Experience in training school staff to utilize the book, Aligning Standards, Tests and Essential School to Improve Instruction. 2. Experience with the reading and math curricula matrix and the essential skill lists. 3. Experience utilizing current assessment results with material in the book to develop teaching plans and methods to improve achievement of all students. Please include your TAX ID Number, CAGE Number (obtain at www.ccr.gov), and DUNS Number when submitting your quote. The Offeror shall provide the lump sum cost for the base and two option year periods with a breakdown of their cost to provide this service and provide a copy of their credentials, including but not limited the college diploma. The offeror shall have a favorable screening (applicant and suitability) determination must be made by the Bureau of Indian Affairs (BIA) Office of Indian Education Programs (OIEP), Personnel Security and Suitability Program in accordance with the Background Investigations Clause. The Offeror shall provide the lump sum cost with a breakdown of their cost to provide this service and respond to the Evaluation Factors delineated at the end of this synopsis.
