- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RMK0E060077, is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 2001-03. The North American Industry classification (NAICS) code is 624310 and the business size maximum is $5.0 Million. The proposed contract is unrestricted and is an open market purchase. All responsible business sources may submit a quote, which will be considered by the Government. This office is requesting quotes on the following item: 001: Provide all travel, supplies, materials and personnel to provide professional services in order to assist BIA, BIE teachers who have not met Arizona?s definition and requirements to be highly qualified to meet the definition. The QUANTITY is One (1), The UNIT is Lump Sum. Please provide a breakdown of your costs. The Government intends to award a firm fixed price contract. The period of performance shall be from September 11, 2006 through September 10, 2007 with three option year periods. The SCOPE OF WORK (SOW), IMPROVING TEACHER QUALITY. REQUEST FOR QUOTES AND GUIDELINES FOR SUBMISSION. BUREAU OF INDIAN EDUCATION PROGRAMS. QUOTES DUE SEPTEMBER 1, 1006, 9:00AM LOCAL TIME. Background: The Improving Teacher Quality State Grants Program is funded under Public Law 107-110, the No Child Left Behind Act (NCLBA) of 2001. The purpose of Title II, Part A of this law is to increase the academic achievement of students by helping schools improve teacher, instructional paraprofessional and principal quality. Through this Title program, the state educational agency, in this situation, the Bureau of Indian Education (BIE), the Division of Compliance, Monitoring, and Accountability (DCMA), and the local education agencies (in the BIE schools are defined as LEA?s) receive funds on a formula basis to help school staff to become highly qualified. A portion of these funds are to be specifically provided for partnerships with institutions of higher learning (colleges and universities) departments of teacher education. It is the intent of Title II, Part A (3) to coordinate professional development needed to achieve the goal of having in every classroom managed by a highly qualified teacher who has deep knowledge of the content that he/she is assigned to teach. Purpose: The BIE has multiple LEA?s (schools) in Arizona where there is a high percentage of teachers not teaching in the academic subjects or grade levels that the teachers were trained to teach; or for which there is a high percentage of teachers with emergency, provisional, or temporary certification or licensing. The purpose of this request for proposals is to help teachers who have not met Arizona?s definition and requirements to be highly qualified. Arizona requires highly qualified teachers to hold a bachelor?s degree, a valid elementary, secondary, or special education certificate. Special education certification must list the Disability Areas in which one can teach. In addition to these requirements, the following are also required: 1. Elementary teachers have to have passed the Elementary Education Subject Knowledge AEPA test or have earned a minimum of 100 points on the Arizona HOUSSE Rubric for Elementary Education. 2. Middle, Junior, or High school teachers must have passed the AEPA Subject Knowledge Test in the core academic subject area or hold an advanced degree in the core academic subject area or hold National Board Certification in the core academic subject area or have previously earned a minimum of 100 points on the Arizona HOUSSE rubric for this core academic subject area. 3. Special education teachers must teach the following core academic subject area: a. Elementary Content Areas b.Mathematics c. Reading/English/Language Arts d. Visual Arts e. Music f. Foreign Language g. Biology h. Physics i. Civics & Government j. Economics k. History l. Geography m. General Science n. Earth Science o. Chemistry and have passed the appropriate AEPA Subject Knowledge Test in the core academic subject area; or hold an advanced degree in the core academic subject areas; or hold National Board Certification in the core academic subject area; or have a major or 24 credit hours in the core academic subject area; or previously earned a minimum of 100 points on the Arizona HOUSSE rubric for this core academic subject area. Rock Point* (K-12) ? 15 teachers 7. Rough Rock* (K-12) - 13 teachers 8. Cibecue* (K-12) ? 33 teachers 9. John F. Kennedy (K-8) ? 2 teachers 10. Pine Springs (K-4) ? 1 teacher 11.Wide Ruins (K-6) ? 1 teacher 12. Greasewood Springs (K-8) ? 2 teachers 13. First Mesa (K-6) ? 2 teachers 14. Hotevilla Bacavi* (K-6) ? 5 teachers 15. The ultimate outcome of this project is to have a highly qualified teacher in every classroom. Required Qualifications: 1. Knowledge of Public Law 107-110, the No Child Left Behind Act 2. Institution must be accredited. 3. Familiarity of Arizona?s requirements for highly qualified teachers 4. Knowledge of scientific research based methods and strategies 5. The institution must have a Department of Education which prepares teachers. 6. Must be willing to work with BIE funded schools as listed. 7. Must demonstrate a history of providing effective professional development which results in teachers becoming highly qualified. 8. Must be able to develop course schedules that provide teachers the opportunity to become highly qualified by September 1, 2007. 9. Shall be an Institution of Higher Education. Activities: 1. Collaborate with the Supervisory Education Specialist of Title programs at DCMA 2. Conduct a survey to assess the areas which teachers need to complete in order to become highly qualified. 3. Determine if classes are needed or if technical assistance is needed to pass the State test. 4. Provide a syllabus or plan outlining proposed activities. 5. Preparing a brochure for teachers to gather interest in the program 6. Ability to provide needed course work on line, distance learning or travel to remote sites to provide classes. 7. Provide technical assistance to the teachers in completing the requirements of being highly qualified. 8. Working with the State of Arizona?s Department of Education as necessary. 9. Provide an end of the year report including the following: A. How many teachers were served in this project B. How many schools were served in this project C. What grade levels were represented by participating teachers D. Were the numbers of teachers actually served by the project consistent with the number of teachers served as specified in the funded proposal? If no, what was the difference E. A summary of the activities provided to teachers. F. How many hours of professional development were provided per teacher G. How many hours of technical assistance were provided per teacher H. How many teachers became highly qualified as a result of this project? I. Did some teachers not become highly qualified? What prevented them from reaching this goal? J. What additional work do individual teachers need to become highly qualified Timeline: 1. All quotes must be submitted by September 1, 2006, 9:00am Local Time 2. Must have the ability to begin work immediately after the quote has been approved. There will not be a one year start-up period. 3. All work must be completed by September 1, 2007. 4.
