Description
This is a sources sought synopsis to identify any firm(s) that are interested and qualified to provide the subject waterproofing membrane. The Naval Facilities Engineering Command Northwest (NAVFAC NW) is requesting information for Multi-Ply Reinforced Rubber Modified Asphalt Sheet waterproofing systems to be installed on underground structures. This is not a solicitation and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The following information is provided to give the vendors information on the structure and the waterproofing system requirements. 1. NAVFAC NW is considering the construction of a large underground structure which will require waterproofing of the below grade surfaces. The static groundwater table at the site is normally below the bottom of the structure; however, there is a potential for perched groundwater collecting adjacent to, beneath, and above the structure. It is essential that the waterproofing materials installed protect the structure?s interior spaces from moisture intrusion (liquid and or vapor intrusion) for as long as practical, up to 50 years. 2. There will be approximately 150,000 SF of vertical, under-slab, and roof-slab surfaces all of which require installation of a waterproofing system. The roof slab surfaces include overhangs of up to 20 feet, and must be waterproofed on the top and the underside of the overhang. The underground structure surface will have numerous interior and exterior corners, as well as numerous large and small diameter pipe and duct penetrations which the waterproofing membrane installation will have to contend with and protect. 3. NAVFAC NW has studied numerous waterproofing materials and has determined that a Cold Applied Multi-Ply Reinforced Rubber Modified Asphalt Sheet system will provide the highest probability of success. The Multi-Ply Reinforced Rubber Modified Asphalt Sheet waterproofing system shall contain the following salient characteristics: The waterproofing system shall have been successfully used in similar underground applications for a minimum of 25 years. A listing of installations and points of contact shall be available to the government upon request. The waterproofing system shall be warranted for a minimum of 25 years. The Warranty shall cover materials and workmanship, and shall include prompt onsite repair of any areas of water intrusion upon notification by the owner. All costs associated with the repair or replacement work shall be the responsibility of the waterproofing manufacturer. The waterproofing system shall be a single complete system installed by the manufacturer?s authorized installation personnel. No special or unusual concrete treatment, embeds or inserts shall be required. The manufacturer shall have a Quality Control organization that periodically inspects the waterproofing installation procedures and approves the completed installation. A demonstration of water-tight installation will be required prior to final acceptance by the Government. The waterproofing system must be capable of installation immediately after removal of the concrete forms, with no additional curing time. The waterproofing system shall have the ability to easily waterproof interior and exterior corners, pipe and duct penetrations, expansion/control joints, and undersides of slab overhangs without the use of waterstops or other aids. The waterproofing system shall have the ability to bridge small cracks during and after installation, and the system must be waterproof at the time of installation. The waterproofing system shall have the capability of withstanding a water head of at least 70 feet, without water intrusion (liquid or vapor). The waterproofing system shall not contain harmful products or generate noxious fumes during the life of the system. The waterproofing system shall be durable during construction, backfilling, and its intended service life without requiring unusual protection methods. Descriptive information is sought in the form of brochures, specification sheets, product histories, and company points of contact. In addition, provide representative installed cost referenced to recent projects. Deadline for submission is 9 September 2006. Information should be submitted to the attention of the Contract Specialist (in hard copy, electronic media, or e-mail) Rob Sergeson, Contract Specialist, Naval Facilities Engineering Command Northwest (NAVFAC NW), 1101 Tautog Circle, Suite 203, Silverdale, WA 98315-1101; (360) 396-0234; e-mail robert.sergeson@navy.mil
