- This synopsis is being posted to both the Federal Business Opportunities (FedBizOpps) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FedBizOpps is the single point of entry for posting synopses and solicitations to the Internet, NECO is the alternative in case FedBizOpps is unavailable. Please feel free to use either site to access information posted by NSWC Crane. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. The Navy has a requirement for Time Delayed Firing Devices, which is a handheld device capable of detonating demolitions explosives at a programmed time. This requirement will be negotiated on a sole-source basis with Raytheon Technical Services, Indianapolis, IN, in accordance with FAR 6.302-1, only one responsible source and no other services will satisfy agency requirements. Raytheon is the only known source that possesses specialized expertise. Specifications and drawings for the system are proprietary to Raytheon. A five year indefinite delivery, indefinite quantity contract with first articles is anticipated in an amount NTE $9.9 million. See Notes 22. Inspection and acceptance will be at destination. All changes to the requirement that occur prior to the closing date, 2 October 2006, will be posted to NSWC Crane Division website, FedBizOpps, and NECO. It is the responsibility of interested vendors to monitor the Crane website, FedBizOpps and/or NECO for amendments that may be issued. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award utilizing other than full and open competition procedures. All responsible sources may submit an offer which will be considered by the agency. The solicitation is expected to be posted on or about 15 September on the NSWC Crane website at www.crane.navy.mil/supply/homepage.htm; no hard copies of the solicitation will be mailed. To be eligible for award, contractors must be properly registered in the Government?s Central Contractor Registration (CCR).
