Description
The Marine Corps Systems Command (MCSC) intends to negotiate and award a sole-source, multiple-contract type ID/IQ contract to Litton Systems, Inc. Navigation Systems Division (a wholly-owned subsidiary of Northrop Grumman Electronics Systems), Woodland Hills, California for non-personal services for post-production life cycle management support for the AN/TYQ-23(V)4, Tactical Air Operations Module (TAOM), AN/TYQ-87(V)1 Sector Anti-Air Warfare Facility (SAAWF), and the Multi-Channel Interface Unit (MCIU). The AN/TYQ-23(V)4 TAOM is a transportable, modularized, automated command and control element that, in conjunction with the SAAWF and MCIU, provides automatic acquisition, identification and tracking of all aircraft, Air Breathing Targets (ABT) and Theater Ballistic Missiles (TBM) and directs air defense for its area of responsibility. The TAOM was manufactured by Litton under contract N00039-87-C-0330, upgraded to the (V)4 configuration under contract M67854-98-C-2111, and is currently being refreshed, along with the SAAWF and MCIU under contract M67854-02-D-2000. The post-production life-cycle support includes Program Management, Configuration Management, Engineering Services Support, and Logistics Management Support. The support will include development of a Life Cycle Management and Support Plan which will define the management and systems engineering processes and methodologies that will be employed to provide on-going life cycle support the for AN/TYQ-23(V)4 and related systems throughout their remaining life cycles, including Diminishing Manufacturing Resources (DMS) and Parts Obsolescence. Configuration management will encompass the functions of Configuration Identification, Configuration Control, Configuration Audits, and Configuration Status Accounting. An Engineering Services CLIN will be included to provide for efforts such as continued improvements to the TAOM, to include interfaces to other systems/equipment within the Marine Command and Control family of systems, legacy system migration, Tactical Data Link and communications capability enhancements, implementation of Beyond Line of Sight (BLOS) capabilities, implementation of Mode V IFF capabilities, and SAAWF technology insertion and capability enhancements. These Engineering Services will consist of engineering studies and analyses, ECP development, design change notices, development of modification kits and associated testing and technical support. Litton possesses unique and proprietary knowledge of the engineering and design of the TAOM and are considered the only source capable of meeting this requirement. The contract will be for the period of one year with four option years. No RFP is available for competitive bidding; however, interested parties are encouraged to submit a statement of capability for satisfying this requirement. No telephonic requests will be accepted. All communications shall be in writing to the points of contact listed in this announcement; reference synopsis number MC2I-06-LK-0004. Proprietary information shall be clearly identified as such and will be protected. Numbered note 22 applies.
