Description
The Program Manager for Training Systems for the U.S. Marine Corps intends to award, on a sole source basis, to SRI International, 333 Ravenswood Avenue, Menlo Park, CA 94025-3493 for software engineering and Post-Deployment Software Support (PDSS) of the Range Modernization and Transformation (RM/T) Data Collection System (DCS) with an approximate value of $10,000,000. SRI International will provide software and system engineering expertise to develop RM/T DCS interfaces with current USMC range training instrumentation systems (SRI Integrated GPS Radio System ? IGRS, SAAB Deployable Instrumented Training System -DITS, L3 Praetorian/VideoFlashlight, MAGTFTC fixed infrastructure), USMC range control systems (NAVAIR Integrated Range Status Systems ? IRSS, Enhanced Terminal Voice Switch ? ETVS, Sensis Multiple Dependent Surveillance ? MDS), High-Level Architecture (HLA), Distributed Interactive Simulation (DIS) and Joint Training and Experimentation Network (JTEN) Federations, Unmanned Aerial and Ground (UAV/UGV) models, a 3D visualization capability, and enhanced After-Action Review in a collaborative server/client environment such as that provided by the GTRI Geographic Tool for Visualization and Collaboration (GTVC). As the RM/T DCS configuration manager, SRI International will provide Post-Deployment Software Support (PDSS) for the fielded release of RM/T to include updating software engineering documentation and plans, providing monthly software performance metrics and statistics, maintaining the RM/T DCS Software Change Request (SCR) tool, and engineering/developing modifications to the RM/T DCS software baseline as a result of SCR?s submitted by the RM/T DCS user community. SRI International owns software data rights within the current version RM/T DCS and provides the Marine Corps unlimited Government general use rights. SAAB Training USA owns unlimited software data rights of the DITS. GTRI owns software data rights of the GTVC and provides unlimited Government general use rights. SRI has as the software development activity, extensive knowledge and understanding of the RM/T system of systems architecture and hardware components to include USMC Live Training elements (RM/T, MOUT, TESS, OPFOR Threats, Field Operations Services) as well as Joint simulations to include the Joint Conflict and Tactical Simulation (JCATS) and protocols to include the Test and Training Enabling Network Architecture (TENA). SRI International presently maintains active teaming agreements with SAAB Training USA and Georgia Institute of Technology Research Institute (GTRI). Unusual and compelling urgency to implement C-IED training makes only one source responsible and no other supplies or services will satisfy the requirement. No phone calls will be accepted.
