Description
The Marine Corps Systems Command (MCSC) intends to hold a full and open best value competition for Intelligence, Surveillance, and Reconnaissance (ISR) Services in support of Program Manager, Unmanned Systems. The ISR Services are to be provided to I and II Marine Expeditionary Forces (MEF) deployed in support of the Global War on Terrorism (GWOT). These services will be performed in four geographically adjacent areas. A Time and Materials contract is anticipated. The services provider is expected to utilize a non- developmental Unmanned Aircraft System (UAS) that is runway independent, capable of day and night operations, provides data dissemination and storage through Video Storage Wide Area Network (VSWAN), and will include a searchable database. The deployed UAS shall also be interoperable with existing Marine Corps Command and Control (C2) systems for imagery dissemination and compatible with the Remote Only Video Enhanced Receiver (ROVER) remote video terminal. These ISR capabilities provide division-level and below field commanders Near Real Time (NRT) surveillance information. The services provider shall be responsible for providing all required materials and personnel and all operations, logistics, systems engineering, technical management, configuration management, fielding, maintenance and supportability required to execute the ISR services effort. The service contractor will be responsible for analyzing contractual requirements and delivering ISR services; any functional analysis effort will be the responsibility of the ISR services contractor. No verification of performance requirements or performance-based progress measurement is required. All environmental safety, occupational health requirements and Human Factors Engineering (HFE) for the ISR services are the responsibility of the contractor. The formal Request For Proposals (RFP) is planned to be released on or about 13 October 2006, with proposals due 30 days thereafter. All terms and conditions will be identified in the solici tation. This solicitation will be available to interested parties though the Navy Electronic Online (NECO) website (http://www.neco.navy.mil). It is the responsibility of the interested parties to independently watch the website for updates to any and all documents. Potential offerors are responsible for downloading their copy of the solicitation and amendments, if any. A written solicitation and amendments will not be issued. In order to be eligible for award, interested parties must be registered into the Central Contractor Database (CCR). The website for CCR is http://www.ccr.gov.
