Description
This serves as a ?Notice of Intent? to purchase additional Relativity Cobol Mining software licenses from Relativity, Inc. This Notice is SUBJECT TO THE AVAILABILITY OF FY 2007 FUNDS pursuant to FAR Clause 52.232-18. This notice does not obligate funds. The Government intends to purchase Relativity Modernization Workbench Bundle for MCP for 5 users as a logical follow-on to a previous competition under FAR Subpart 12.6: Relativity Application Analyzer, qty 5; Relativity Business Rule Manager, qty 5; Relativity Application Profiler, qty, 5; Software maintenance subscription, 12 mos; 30 days of service and mentoring; 4 training sessions. The General Services Administration Federal Acquisition Service (FAS) Office of the Chief Information Officer (OCIO) purchased a commercial, off-the-shelf business rule mining capability to be used for the modernization and enhancement of a legacy batch-type system called FSS-19. The purchase was made as a setaside for small business under FAR Subpart 12.6. On the basis of a best value technical and price evaluation, award was made to Relativity, Inc. a small business on September 9, 2005. In accordance with the award, and its evaluated option, the Government has elected to purchase 5 additional seats. The additional training (to accompany the additional seat licenses) was not contemplated in the original award. However, the additional licenses are needed is needed because a the office requires additional users/analysts of Cobol files. Relativity Modernization Workbench software is proprietary, and no other vendor is authorized to manufacture or resell the product. The vendor is qualified on the basis that the software has been successfully used for the past year.
