- NASA/JSC has a requirement for Venture Capitalist Consulting Services and intends to issue a noncompetitive Request for Proposal (RFP) to Alan Marty for continued services. The current contract expires September 30, 2006. The extension will cover the period October 1, 2006 through March 31, 2007. The contractor shall provide consulting as a Venture Capitalist for the Commercial Orbital Transportation Services (COTS) Demonstrations Team. It is anticipated that the RFP will be released during the third quarter of calendar year 2006. Extension of the Venture Capitalist Consulting contract through March 31, 2007 will allow for continued assistance to NASA in assessing the business and management performance of selected COTS partners and their financial progress and viability; monitoring business and management information received from partners and assessing the information for trends that might indicate programmatic risk, and proposing to NASA strategies for abating such risk; doing due diligence on companies that require large sums of private investment to perform negotiated milestones; and attending periodic meetings or briefings at partner locations as directed by NASA. Mr. Marty is uniquely qualified to perform the services needed by NASA. Although there are numerous venture capitalists performing consulting services, there are many fewer with experience within the aerospace industry and there are no others with the depth and breadth of experience within NASA based on his involvement in Red Planet Capital, Ames Commercial Space Portal, the Innovative Partnerships Program, and Commercial Orbital Transportation Services. The extension will provide for continued services during the six month period October 1, 2006 through March 31, 2006, critical to success of the project. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 14, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
