AMENDMENT: *** AMENDMENT TO RFP SECHQ1-06-R-0350 *** ***The following changes are made to the subject Request for Proposal: ***1. Paragraph C.3.6.2 heading, change to read ?Desired Functionality?. ***2. Paragraph C.3.7 Travel, replace the last sentence in this paragraph with the following: ?The SEC will not reimburse travel expenses for a Contractor who has an office in the Washington D.C. area; the SEC will only reimburse a non-local Contractor if that Contractor incurs travel expenses that are, or exceed, $200 one-way during a COTR-approved trip.? The Contractor will be notified at award if they are considered by the SEC to be within the local area or not. ***3. Paragraph G.6 Progress Payments, replace ?price? for ?cost? wherever ?cost? appears in this paragraph. Progress payments will be based upon total price. ***4. Add Paragraph H.6, Press Releases to read as follows: ?H.6 Press Releases The Contractor shall not release any information regarding their work on, or participation in, this award unless they receive prior written approval from the Contracting Officer. The Contractor shall submit their proposed release(s) to the Contracting Officer for review; the Contracting Officer will notify the Contractor, in writing, of the results of the review and if approval is given to release the proposed information either partially, in full, or not at all.? ***5. Paragraph L.6.4.2 Factor 2: Key Personnel, states that the Offeror shall propose at least one key staff member and that a one-page resume must be submitted for that key staff member. This does not limit the Offeror to only one key staff member. It does infer that the personnel proposed should be key people. For each key staff member, a maximum of a one-page resume must be submitted. If an Offeror proposes three key staff members, then their proposal should include three one-page resumes. ***** THE DUE DATE OF AUGUST 31, 2006 IS NOT CHANGED. ***** The Securities and Exchange Commission (SEC) is issuing a Request for Proposal (RFP) for a prototype system that will provide a user-friendly environment in which to access XBRL documents submitted to the Electronic Data Gathering, Analysis, and Retrieval (EDGAR) system. This solicitation is being advertised on an UNRESTRICTED basis using full and open competition procedures for commercial items. The proposed contract will be a Firm Fixed Price contract with incentives. The requirement will contain provisions for one base period plus two (2) one-year options. Performance is expected to begin on or about October 1, 2006. This RFP incorporates privisons and clauses in effect through Federal Acquisition Circular (FAC) 2005-07. Commercial Item Clauses 52.212-1, 52.212-3, 52.212-4 and 52.212-5 apply. The SEC is issuing the solicitation on the WEB only. No paper copies or CDs will be issued. The complete text of the solicitation is being provided for immediate posting on http://www.FBO.gov. The solicitation number is SECHQ1-06-R-0350. The closing date of this solicitation is August 31 2006. Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award. Information on CCR registration and annual confirmation requirements may be obtained by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Contractors please note: Online Representations and Certifications Applications (OCRA) apply to this solicitation. With ORCA, you now have the ability to enter and maintain your representations and certifications (reps and certs) information via the Internet at http://orca.bpn.gov. You no longer have to submit reps and certs with your proposal. If you do not enter them into ORCA, you must fill out Clause 52.212-3 in this solicitation and submit it with your proposal. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all Offerors; to award the contract to other than the Offeror submitting the lowest total price; and to award to the Offeror submitting the proposal determined by the Government to be the most advantageous to the Government. The Government intends to award a single contract resulting from this solicitation to the responsible offeror whose proposal represents the best value to the Government. All questions pertaining to this requirement must be emailed to baierl@sec.gov no later than Friday, August 18, 2006, by 1:00 PM local time. Answers will be provided via email by Wednesday, August 23, 2006, 1:00 PM local time. This solicitation will be posted no later than Aug 14, 2006, and will contain the SF1449, a cover letter with instructions, and the RFP (Sections B through M, plus four attachments).
