- The Substance Abuse and Mental Health Services Administration, intends to award multiple Indefinite Quantity Indefinite Delivery (IDIQ) type contracts for the requirement entitled "SAMHSA Indefinite Quantity Indefinite Delivery (IDIQ)". Each contract will include one base year and four option years. Task orders awarded in the option years can extend beyond the life of the IDIQ. Task Orders will be awarded under each IDIQ contract on a performance based cost plus award fee basis. SAMHSA is soliciting proposals from organizations capable of performing one or more of the following project domains: Tasks are anticipated in the following eleven (11) domains: I. Pilot, Analytical and Evaluation Tasks II. Statistical Tasks III. Program Related Tasks IV. Policy Formation and Analysis Tasks V. Communications, Awareness and Education Tasks VI. Consumer, Family and Provider Tasks VII. Technical Assistance and Training Tasks VIII Automated Database Management Information System Tasks IX . Web and Extranet Site Tasks X Planning and Implementation Support and Report Preparation Tasks XI SAMHSA Data Strategy Tasks The NAICS Codes for each domain will be posted in the RFP. Note there will be domains that are set aside for small business organization competition. Offerors may selectively propose for one or more of the domains. Offerors must submit a proposal only for those domains in which they are highly qualified. A successful offeror must demonstrate (1) an understanding of the project, including major policy/program issues facing SAMHSA; (2) a management and staff plan that demonstrates the availability of staff with range of skills / experience required; 3) corporate qualifications and experience in managing projects of similar size, scope, and content; and 4) the availability of required IT hardware/computer equipment, facilities and resources. The estimated date for issuance of RFP No. 283-07-1000 is scheduled for release approximately September 13, 2006 and proposals are due to be received in the Contracts Officer 45 calendar days thereafter. SAMHSA is planning on conducting a Pre Proposal Conference on Monday September 25, 2006 at 10am - 12pm at 1 Choke Cherry Road, Sugarloaf Conference Room. Organizations that are interested in attending can send a maximum of 2 individuals. If you are interested you must send an email to Pamela Foote at Pamela.Foote@SAMHSA.HHS.GOV and in the subject line "Registration for Pre-proposal Conference 283-07-1000" in the email state the name of the 2 individuals name of the organization, email address and phone number in case we need to contact the individuals. This solicitation may be obtained in any of four ways; by mail; picked up in person at 1 Choke Cherry Road, Room 7-1051, Rockville, MD 20852; FedBizOps, or, electronically at the SAMHSA web site: http:/samhsa.gov (Under the right side - Doing Business With SAMHSA, under Contracting Opportunities). Files will not be made available on the Web Site until after the estimated issuance date. If you have a continuing interest in the RFP, notify the individual identified below that you wish copies of amendments to the RFP (if any) sent to you, or check the Web Site regularly for amendments which will also be posted there. Note: If you rely on the Web Site for obtaining amendments, SAMHSA has no way to assure, and therefore assumes no responsibility for assuring you have downloaded these amendments. Requests for copies of the RFP must be made in writing. Requests will be filled on a first-come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the twentieth day will reach the requestor before the due date for receipt of responses.
