Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.Solicitation no. W81NT62448500 is issued as a request for quotation (RFQ). This is an unfunded requirement, subject to the availability of funds. It is requested that quotes stipulate val idity through 30 September 2006. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This acquisition is solicited on an unrestricted (full and open) basis for NAICS 339112, size standard 500 employees. The requirements of this solicitation are: Item no. 0001: VeinViewer Imaging System, Luminetx or equal. Federal Acquisition Regulation (FAR) Clause 52.211-6 Brand Name or Equal applies to this acquisition. Salient characte ristics: Item no. 0001: Vein imaging system which projects real-time images of the exact location of veins directly onto skin. Adjustable head can be positioned at any point on patients anatomy. Infrared light source images hemoglobin in red blood cel ls allowing a video camera to capture images accurate to 0.06mm of the veins exact location. Video images processed through a computer and onto patients skin. Non-invasive. Head unit controls imaging and user functions of the control panel. Calibrati on function ensures optimal alignment of the vein pattern with the projected vein image. Capture function allows operator to capture an image to an USB Flash drive. Fine detail function for viewing finer image details. Hair function improves quality of image when hair is present. Handles allow the user to secure Head Unit for proper positioning. Arm enables user to extend Head Unit horizontally to the desired location with a maximum extension range of 40 inches. Vertical travel enables the movement of the Head Unit and Arm up or down to the users desired location. Maximum vertical range is approximately 48 inches. Cart handle enables user to safely move unit. Locking peg ensures proper arm positioning in order to safely move unit. Calibration card for calibrating and troubleshooting unit. USB port for capturing images through the insertion of a USB Flash drive. 18 (eighteen) month warranty. Contractors shall comply with FAR 52.211-6 if submitting other than the Brand Name products. Required delivery is 10 days after receipt of order, FOB Destination to Brooke Army Medical Center, Medical Supply Officer, Warehouse Receiving Dock Bldg. 3600, 3851 Roger Brooke Dr, Fort Sam Houston TX 78234-6200, to include additional markings: CEEP 06-250. Federal Acquisition Regulation (FAR) provision 52.212-1 [Instructions to Offerors  Commercial] applies to this acquis ition to include the following addenda: Contractors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed at Internet address: www.ccr.gov/. CCR registration wil l be confirmed prior to contract award. Evaluation Factors: Technical and price. Technical is significantly more important than price. Provide the following information with your quote: 1. Technical. If providing an equal, please comply with FAR Cla use 52.211-6, Brand Name or Equal. NOTE: Statements that the vendor understands, can or will comply with all specifications, or statements paraphrasing the specifications or parts thereof, or phrases such as standard procedures will be used or well known techniques will be used will be considered insufficient. Insufficient explanations of how your company will comply with the above of this solicitation may cau se your quote to receive a MARGINAL or UNSATISFACTORY rating. 2. Price. Evaluation Process: All quotations will be evaluated in accordance with the following criteria: 1. Quotations will be evaluated on Technical quality. Pricing will be evaluated to determine value offered for the price and the extent to which it is fair and reasonable in terms of the Governments requirement. The Government reserves the right to evaluate quotes on the basis of price realism and will consider price as an indication o f understanding the scope and complexity of the Governments requirement. 2. Award decision will be based on Best Value offered to the Government and not solely on price and price related factors. In making the award decision, the Contracting Officer wi ll consider the evaluated rating of all factors. 3. Price could become the determinative selection factor if the quality of quotations is determined essentially equal, or if a quotation deemed superior in technical quality is determined not to be worth th e high price premium. The trade-off between technical quality and price could result in awarding to other than the lowest priced quotation.
