Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT to Scheduled Airlines Traffic Offices (SATO) Inc., 4601 Fairfax Drive Suite 170, Arlington VA 22203 to continue providing Commercial Travel Servies for Marine Corps Base (MCB) Camp SD Butler and its satellite activites as well as for US Army Torii Station and its tenant commands UNDER THE AUTHORITY OF FAR 6.302. This contract is issued as a bridge contract until the Department of Defense (DOD) Army Contracting Agency ITEC4 awards the Defense Travel Management Office (DTMO) World Wide Commercial Travel Office (CTO) Services contract for coverage of OCONUS Pacific Marine Corps Installations and US Army Torii Station. This contract will be issued for a base year of 01 October 2006 through 30 September 2007 wth four six (6) month option periods provided in the event there are delays in award of a World Wide CTO by US Army ITEC4. The World Wide CTO contract was expected to be awarded to be effective starting 01 October 2006, the day after the current CTO contract for MCB SD Butler and US Army Torii Station was to expire. Based on guidance provided by USMC Headquarters in late July 06, all local commands were notified to extend current CTO contracts and that the award of the World Wide CTO contract issued by US Army ITEC4 would be delayed. The current CTO contract does not have additional extension options to bridge the gap between its expiration and award of the World Wide CTO contract. Continuity of CTO services provided without interruption or delays in fullfilling requirements is required. This Notice is not a request for proposals or quotations; however, any firm that believes that it can meet the specifications for services and be fully operational by 01 October 2006 may give written notification to the Contracting Officer. Responses received will be evaluated; however a determination by the Government not to compete the requirement based upon responses received to this notice is solely within the discretion of the Government. This requirement will be under the Simplified Acquisition Procedures for Other Than Full and Open Competition as authorized under FAR 6.3. US Army ITEC4 is currently engaged in the solicitation phase for the World Wide CTO contract with the release of Solicitation Number W91QUZ-06-R-0051 for full and open competition.
