- The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to issue a solicitation RFQ41702-048-06 for the provision of Life Connection Program services for the Federal Correctional Institution (FCI) Milian, Michigan. The contractor shall work in accordance with the mission of faith-based programming, which is to support personal transformation, thereby reducing recidivism through the provision of intensive opportunities for spiritual growth. The contractor shall provide instruction for inmates participating in the Bureau of Prisons Residential Faith-Based Pre-release Program at FCI Milan, Michigan. The Programing classes will include: Interpersonal Skills, Managing Emotions, Job Search Strategies, Creative Writing, Horticulture Therapy, Art Therapy, Knitting/Leather Therapy, and African American Genealogy/Black Church History. The contractor shall maintain the following requirements for each class: Interpersonal Skills - Bachelor's degree and two years experience in teaching interpersonal skills development, expression, and maintenance. Managing Emotions - Bachelor's degree and two years experience in conducting classes with topic related to affect regulation. Job Search Strategies - Bachelor's degree or minor in Business and two years experience as a presenter at job fairs and two years experience in employment placement. Creative Writing Bachelor's degree in literature or composition and two years experience teaching concepts related to creative writing. Horticulture Therapy - Bachelor's degree in horticulture with two years managerial experience working in a nursery, and two years experience in teaching courses covering topics related to horticulture. Art Therapy - Certification and two years experience teaching in the field of art therapy. Knitting/Leather Therapy - Certification and two years experience teaching in the field of knitting/leather therapy. African American Genealogy/Black Church History - Bachelor's degree in history and two years experience in teaching courses related to black history. Additionally, any quoter responding to solicitation RFQ41702-048-06 shall ensure that all required documentation be provided with their quote. This will include any religious services requirements (i.e. attachments, personal reference, and letters of endorsement from their local religious organization). It is estimated the contract will include 390 sessions of Life Connection Program services for the year. A session is defines as one (1) hour in duration, and the estimated total sessions per year is 390. The contract period shall consist of one 12-month base year and four 12- month option periods for renewal at the unilateral discretion of the Government. The solicitation will be available on or about August 30, 2006 and will be distributed solely through the General Services Administration Federal Business Opportunities website at http://www.fedbizopps.gov . The site does provide downloading instructions. Hard copies of the solicitation will NOT be available. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must register at www.ccr.gov. All future information about this solicitation, including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The anticipated date for receipt of quotations is 2:00 a.m. CST September 25, 2006 however, this is a project estimate and quoters should refer to the solicitation (1449 -Block #08) for the actual date quotations are due. All responsible business concerns may submit a quote which will be considered. Faith -Based and Community -Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible.
