- Remanufacturing Spiral Request for Information (RFI) ***POC Phone # and FAX # correction*** Description The Warner Robins Air Logistics Center Support Equipment Commodity Council (SECC) is conducting market research into potential cost savings associated with the purchase of remanufactured equipment items versus the procurement of new equipment items. This acquisition strategy concept is for those items being maintained solely at the field level (ERRC=U) without the benefit of depot level repair. The service life cycle of this equipment ranges from 5 to 20 years. Many of these items are sent to DRMO even though they still have value and can be refurbished to ?like new? condition. Considerations to be looked at are carcass transportation cost & turn in value at time of procurement of remanufactured item, field level ordering and service life of the remanufactured item. Initial research indicates that this approach may be an attractive alternative to buying new equipment & cost 40-70% of what a new item would cost. Some examples are as follows: Powered Construction Equipment, Tow Tractors, Trailers, Dollies, Maintenance Stands & Platforms, Test Stands, Maintenance Fixtures, Hoists, Slings, Cradles, Maintenance Stands, Hydraulic Jacks, Forklifts and Towbars. The SECC is interested in obtaining information from industry and academia relevant to the costs, schedule, benefits, trade-offs, in addition to the positive & negative aspects of 1) acquiring these types of items as remanufactured, or 2) initiating a depot level maintenance strategy in which the items are inducted for overhaul and returned in a like new condition. Emphasis is placed on existing commercial capability. The purpose of this request for information (RFI) is to promote DoD Sustainment Transformation Initiatives. SECC goals are to reduce material costs by 20%, reduce acquisition cycle times by 50% and increase material availability by 20%. The SECC takes a strategic approach to acquisition by leveraging spend through an Enterprise-wide Acquisition Strategy to and apply and incorporate Commercial Best Practices to the AF business process.
