- The United States Army Medical Research Acquisition Activity intends to award a contract on a non-competitive basis One (1) Waters Alliance HPLC System including one (1) 2695 XE Separations Module, one (1) Waters 2996 Photodiode Array Detector, one ( 1) Empower 2 Personal Single System Add-On, one (1) Empower Personal System Suitability Option and one (1) Waters CDS Computer M52. The anticipated award will be made under the Authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source , to Waters Technologies Corporation, d/b/a Waters Corporation, 34 Maple Street, Milford, MA 01757. Specifically, FAR 6.302-1(b)(2), states, the existence of limited rights in data&make the supplies&available from only once source. The biomedical research mission of the U. S. Army Medical Research Institute of Infectious Disease (USAMRIID) requires the Waters Alliance system because it is the only system that meets all of the following requirements: 1. The HPLC pump heads must be m ade from 316 grade Stainless Steel. The pumping system must be able to blend solvents used for reversed phase, normal phase and ion exchange chromatography. The pumping system must also have an integrated seal washing system and in-line vacuum degassing. 2. The pumping system must have an operating range of 0.050 to 5.0mL/min, adjustable in 0.001 mL/min increments. The pumping system must also have the ability to blend up to four solvents for isocratic or gradient operation. 3. The autoinjector must have the ability to hold 120 samples and have the ability to be upgraded to a temperature-controlled sample compartment programmable from 4-40? C for sample stability. It must be able to make from 1 to 99 injections per vial. The same delivery precision must be less than 0.5% RSD and have a sample carryover of less than 0.1%. The autoinjector must have an injection range of 0.1 to 2000 ?L. 4. The system must include a column heater operational from 5?C above ambient up to 60?C. 5. The photodiode arra y detector must have a wavelength range of 190-800nm and spectral resolution of 1.2nm. The detector must be based on a single lamp design and utilize lamp optimization software for response of up to 2 AU over the entire spectral range. The detector must be able to accept a variety of flow cells for standard, inert, high pressure, microbore and preparative chromatography. 6. The system must have a dwell volume (volume from solvent proportioning to column inlet) of not more than 650 ?L. This low system v olume is designed for minimum gradient delivery time and maximum retention time reproducibility for narrow-bore applications. 7. Software must be able to integrate incompletely resolved peaks and peak shoulders without intervention of analyst. 8. The s oftware must be protected such that a data file, or method, or sample queue can never be overwritten. The software must have integrated into it the capability to generate reports and calculations such as not to have to use an external spreadsheet or quant itation package such as Excel. 9. All information concerning the methods, chromatograms and conditions must be kept in a database and user accessible at any time. It must be based on Windows XP or 2000 operating systems and utilize an integrated relatio nal database. 10. Instrument and software must be able to be compatible to existing Waters instrumentation already in use at USAMRIID to allow for project analysis, samples, and data to be transferred between different instruments.
