Description
The Architect of the Capitol (AoC) is planning to purchase air filters for the next five years. It is anticipated that the AoC will purchase approximately 2000 filters a quarter that will require installation and storage. All interested filter suppliers shall submit to the AoC test results as required by ASHRAE 52.2 test procedure for initial qualification within 30 days after the date of this announcement. The AoC will review the information and inform the filter suppliers within 10 working days if they are qualified to proceed to step 2. Once qualified, filter suppliers shall submit 5-filters to the LAB listed below for testing no later than 60 days after the date of this announcement. These filters must be shipped to the LAB at no cost to the Government. In order to be considered, filters must pass the testing requirements. A copy of the report shall be submitted to AoC as evidence that they were tested by the LAB, and have passed the testing requirements for consideration. See testing procedure below, as well as the address of the LAB and the cost estimate for testing. Testing Procedure for Evaluating Proposed 95% (MERV 15) ASHRAE Filters Step 1 - Performed by potential supplier: Initial Qualification of Proposed 95% ASHRAE Filter. The proposed 95% ASHRAE filter efficiency shall be equal to or have greater initial efficiency as compared to the "Flanders Rigid Air Synthetic Media Rigid Box Filter (23 3/8 inch wide x 23 3/8 inch high x 11 3/8 inch deep) as tested to the ASHRAE 52.2 test procedure. The proposed 95% filter shall be tested in the individual 12 particle size ranges as required by the ASHRAE 52.2 test procedure and shall be submitted to the AoC for initial qualification. The ASHRAE 52.2 initial efficiency test will be only used to determine initial qualification to meet the filtration efficiency before proceeding to step 2, final qualification testing to be performed by the Government. Initial pressure drop shall be equal to or less than 0.50 iwg at 2,000 SCFM for Box style. The filters shall be tested by an industry recognized testing laboratory that routinely performs the ASHRAE 52.2 filter test. Send filter qualification to: Carole Boucher AOC Procurement Division Ford House Office Building Second and ?D? Streets S.W. Washington, DC 20515 Step 2 - Performed by Government: Final Qualification Initial Testing. The proposed 95% (MERV 15) ASHRAE Filters shall be subjected to a validation test performed by the Government to determine initial filter efficiency in the size range of 0.5 to 18 ?m Aerodynamic Diameter when compared the "Flanders Rigid Air Synthetic Media Rigid Box Filter". Five filters (23 3/8 inch wide x 23 3/8 inch high x 11 3/8 inch deep) will be required to perform this test with the average efficiency of the five filters to determine filter efficiency equivalence. These filters shall be shipped to the LAB for testing (at no cost to the Government) to Brittany Goodenow 11100 Johns Hopkins Road Mail Stop 17-N636 Laurel, Md, 20723 Cost Estimate for batch testing of proposed 95% filters (to be shouldered by the potential filter suppliers) Task: The following is a cost estimate for batch testing 5-95% ASHRAE filters. This work includes batch testing (N=5) analysis and a report for new "Synthetic Media Rigid Box" type filters as supplied from potential manufactures and comparing this to the baseline Flanders synthetic filter Total Estimate of Work: $12,562 Task Description Labor ($) Materials ($) Total Cost ($) Batch testing- Setup and configuration $ 1,146 $ 1,000 $2,146 Batch testing- Filter testing $ 5,781 $ 5,781 Batch testing- Report and analysis $4,635 $4,635 GRAND TOTAL 12,562
