Description
The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisitions Branch (M/CON/SA) has a requirement to procure the below listed items using the Test Program for Certain Commercial Items specified in Subpart 13.500 of the Federal Acquisition Regulation (FAR). Pursuant to FAR 12.603, the following constitutes both the synopsis and solicitation: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplement with additional information included in this notice. This announcement constitutes the only solicitation; written proposals are herein being requested, and a separate solicitation will not be issued. The solicitation number for this procurement is CON-06-0042 and this solicitation is issued as a Request For Quotation (RFQ). (iii) Incorporated provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-12, Title 48, August 4, 2006. (iv) The Contracting Officer has found and determined that this procurement is appropriate for an unrestricted procurement for all responsible sources pursuant to FAR Subpart 19.502. The North America Industry Classification System Code (NAICS is 811219. (v) The following contract line items will be procured: Item1. PowerCare Battery, UPS Model Plus 500/400, Serial Number: ET125ZXX08; Battery Mode: PWHR12500W4FR. Quantity: 120 ea; Service to include: BATTERIES: (a) 7x24 Semi-annual preventative maintenance; (b) Measure and record the following: (1) individual cell/battery float voltage and overall float voltage; (2) charger output current and voltage; (3) AC ripple current and voltage imposed in the battery; (4) ambient temperature; (5) connection resistance of the inner cell/battery or perform a continuity test of each battery; (6) negative terminal temperature of one cell/battery per battery cabinet shelf or rack; (7) Visual inspection condition and appearance of the following: (1) connection terminals internal battery connection, cable and associated hardware; (2) battery racks, cabinets, post seals and associated hardware; (3) perform cleaning of all accessible surfaces as required; (4) provide 7x24 service, 365 day monitoring of all batteries and report any potential problems and dispatch a technician within four hours if necessary; (5) semi-annual battery load test shall be performed and a written report of findings and any potential problems shall be provided within seven (7) business days; (6) all work to be performed by a factory certified technician. Item 2. PowerTrust Preferred Ultra Service Plan with Battery Replacements. UPS Model Plus 500, Model 400, Serial Number: ET125ZXXX08, 5-year service plan. Services to include: UPS: Preventative Maintenance. (a) 7x24 semi annual preventative visits; (b) Calibration of all metering and protective features; (c) Functional testing of all transfer conditions; (d) Inspect online performance and equipment history; (e) Examination of interface to other power train equipment performance; (f) Visual inspection on batteries; (g) Provide written evaluation of equipment performance; (h) All work must be performed by a authorized PowerWare service provider and all technicians performing service must have up to date certification on the Powerware 9315-500 Plus. 2a. PARTS: (a) Only new factory-authorized parts will be permitted to be used and have the latest version of firmware or revision. 2b. REMOTE MONITORING: (a) 7x24 service, 365 days; (b) Notification of any major alarm conditions and dispatch a Technician when necessary; (c) Provide remote diagnostics and status. 2c. DELIVERY OF PERFORMANCE REPORTS: (a) A monthly report provided for any major alarms occurring during the previous month; (b) Reports to be provided either electronically or in hard copy. (vi) This upgrade in a preventative maintenance program will provide the ability to anticipate failure of the UPS batteries while also providing a monitoring service of the UPS and Batteries. Due to the critical nature of this equipment, it is necessary to minimize downtime and risk of problems. (vii) Delivery Schedule for Semi-Annual Maintenance beginning: September 29, 2006. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items is incorporated by reference. (1) Price quotations submitted in response to this RFQ that exceed the Simplified Acquisition Threshold (as specified in FAR Subpart 2.101, definitions) will not be considered as responsive to this RFQ. (2) Offerors are reminded to submit their DUNS Number with their price quotation. (ix) FAR 52.212-2, Evaluation ? Commercial Items, The Government will award a firm-fixed Price Contract (i.e. purchase order) resulting from this RFQ to the responsible offeror whose offer conforming to the RFQ will be most advantageous to the Government based on price. In addition, Offerors must provide proof of PowerWare Model 9315-500, plus certification for all technicians that will be performing service on this equipment. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, "Offeror Representations and Certifications--Commercial Items" with its offer. The successful Offeror will be required to complete and submit an ACH form, for Electronic Funds Transfer (EFT), to the Contracting Officer before submitting their first invoice. (xi) The FAR clause at 52.212-4, "Contract Terms and Conditions--Commercial Items" applies to this acquisition with no addenda to the clause. (xii) FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition as well as the follow clauses contained within FAR Clause 52.212-5: 52.222-19, Child Labor-Cooperation with Authorities and Remedies (E.O. 13126); 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans (38 U.S.C. 4212); 52.225-13, Restriction on Certain Foreign Purchases, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332); (xiii) The following FAR clauses are also applicable to this acquisition: FAR Clause 52.222-22, Previous Contracts and Compliance Reports and 52.247-29 F.O.B. ORIGIN. There are no additional contract requirement(s) necessary for this acquisition other than those consistent with customary commercial practices; (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition; (xv) There are no numbered notes apply to this procurement.
