Description
This is a combined synopsis/solicitation for the commercial items identified below prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, offers are being requested and a written solicitation will not be issued. This solicitation number is 3K45-NW-007 and is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-25 b. The U.S. Department of Agriculture in Beltsville, Maryland intends to procure the following: Toxoplasma gondii ELISA Kit: The microwell enzyme-linked immunoabsorbant assay (ELISA) DETECTION KIT (Toxoplasma gondii ELISA Kit) is an invitro diagnostic (IVD) immunoassay for the detection of antibody to toxoplasma gondii surface antigens in pig serum using peroxidase as the indicator enzyme. The assay may be read visually or with an ELISA reader. The toxoplasma gondii ELISA kit is intended to be used with swine serum that is fresh or frozen, or with tissue fluids collected from muscle. The ELISA is an invitro immunoassay for the qualitative determination of anti-toxoplasma gondii antibody in serum. Whole T. gondii tachyzoites are collected from invitro cell culture formalin fixed, bound to 96-well polystyrene ELISA plates, and exposed to primary swine serum. During the firest incubation, the antibodies in the serum sample bind to the fixed tachyzoites in the test well. The next incubation then allows the anti-swine IgG peroxidase complex to bind to the antigen-antibody complex. The ELISA uses a goat anti-swine horse radish peroxidase conjugated IgG antibody as the second step antibody. After a few washings to remove unbound enzyme, a chromogen (tetramethylbenzidine; TMB) is added that develops a blue color in the presence of the enzyme complex and peroxide to visualize the reaction. The resulting blue color development indicates the p[resence of anti-Toxoplasma antibody in swine serum. A stop solution ends the reaction and turns the blue color to yellow, which is detected using 450-650nm filters in an ELISA plate reader. The entire assay is completed in 30 minutes. All necessary components (pre-coated ELISA plates, serum diluent, plate washing buffer, substrate solutions, 2nd step antibody and stop buffer) are included with the kit. Sensitivity is 88.6% and specificity is 98.0%. Trichinella Spiralis ELISA Test Kit: The microwell enzyme-linked immunoabsorbant assay (ELISA) detection kit (Trichinella spiralis ELISA Kit) is an invitro diagnostic (IVD) immunoassay for the detection of antibody to Trichinella Spiralis Excretory/secretory antigens in pig serum using peroxidase as the indicator enzyme. The assay may be read visually or with an ELISA reader. The trichinella spiralis ELISA Kit is intended to be used with swine serum that is fresh or frozen or with tissue fluids collected from muscle. The ELISA is an invitro immunoassay for the qualitative determination of anti-Trichinella spiralis antibody in serum. Excretory secretory antigens collected from the invitro culture of T. spiralis muscle larvae are bound to 96-well polystyrene ELISA plates and exposed to primary swine serum. During the first incubation, the antibodies in the sample binds to the ES antigens in the test well. The next incubation then allows the anti-swine IgG peroxidase complex to bind to the antigen-antibody complex. The ELISA uses a goat anti-swine horse radish peroxidase conjugated IGg ANTIBODY AS THE SECTOND STEOP ANTIBODY. After a few washings to remove unbound enzyme, a chromogen (tetramethylbenzidine: TMB) is added that develops a blue color in the presence of the enzyme complex and peroxide to visualize the reaction. The resulting blue color development indicates the presence of anti-Trichinella antibody in swine serum. A stop solution ends the reaction and turns the blue color to yellow, which is detected using 450-650nm filters in and ELISA plate reader. The entire assay is completed in 30 minutes. All necessary components (pre-coated ELISA plates, serum diluent, plate washing buffer, substrate solutions, 2nd step antibody and stop buffer) are included with the kit. Sensitivity is >93% and specificity is >90%. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.202-1 Definitions, 52.204-3 Taxpayer Identification, 52.204-6 Data Universal Numbering System (DUNS) Number, 52.204-7 Central Contractor Registration, 52.211-5, Material Requirements, 52.212.1 Instructions to Offerors Commercial Items, 52.212-2 Evaluation-Commercial Items 52.212-3, Offeror Representations and Certifications-Commercial Items 52.212-4, Contract Terms and Conditions-Commerical Items 52.212-5, Contract Terms and Conditions required to implement Statutes or Executive Orders-Commercial Items. In Paragraph (B) of 52.212-5 the following apply: 52.203-6, 52.222-21, 52.222-26, 52.222-34, 52.222-35, 52.222-37, 52.225-3, 52.225-13, 52.232-34 and 52.222-70. All offerors must include copies of 52.212-3 (Representations and Certifications). Faxed quotations are acceptable to the attention of Nancy Woodhouse at fax number 301-504-8696 on or before September 15, 2006. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The anticipated award date is September 22, 2006. All responsible sources may submit a quotation which shall be considered by the U. S. Department of Agriculture.
