- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-11. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516. The acquisition is 100% set-aside for small business. To qualify as a small business, the manufacturer and the distributor must be classified as a small business under the NAICS code identified above. All interested small businesses shall provide a quote based on the following information: BRAND NAME OR EQUAL (Full detail listed under EQUIPMENT): 3 Units - Consolidated Model SSR-3A-PB, 20" x 20" x 38", electrically heated, gravity air removal, freestanding/cabinetized sterilizer with the following accessories. 2 Units - Consolidated Model SSR-3A-PB, 20" x 20" x 38", electrically heated, gravity air removal, recessed sterilizer with the following accessories 4-Steam Generator Pretreatment Units CSI#2424 OBJECTIVE: -We would like to remove and replace our 5 autoclave units (20" x 20" x 38") and remove and replace four steam generator pretreatment units with BRAND NAME OR EQUAL -Each autoclave unit should have a single door unit with hinged, fully opening, manual, radial arm door with solid silicone gasket. -Sliding doors, and gasket doors, inflated by either steam or air, ARE NOT ACCEPTABLE. -Each autoclave should be a push button controlled unit, with controlling, recording, and indicating thermometer included. Microprocessor Units ARE NOT ACCEPTABLE. BACKGROUND: The Food and Drug Administration (FDA), Center for Food Safety and Applied Nutrition (CFSAN) is located in the Harvey W. Wiley Federal Building, 5100 Paint Branch Parkway, College Park, Maryland. In the Wiley Building we are replacing the 5 smaller autoclave units (20" x 20" x 38"), two are located on the 4th floor, one is on the third floor, and two are in the basement prep area. These 5 units are original equipment installed when the Wiley building was first occupied and the laboratory and media preparation areas equipped. The primary issue has been reliability. The number and size of the autoclaves has been adequate and appropriate for the demand. SCOPE OF WORK: The contractor will coordinate with the FDA Facilities Management Team, on the replacement, removal and installation of five sterilizers currently located at the FDA building, 5100 Paint Branch Parkway, College Park, Maryland. This coordination will ensure that downtime and interruption to daily research is kept to the absolute minimum. The contractor WILL OVERSEE HAVING THE EXISTING UNITS DISCONNECTED AND REMOVED from their current locations to the loading dock. The contractor WILL BE RESPONSIBLE FOR THE DISPOSAL OF THE SAID UNITS. The contractor will supply, deliver, and install the, new sterilizers to our facility at 5100 Paint Branch Parkway, College Park, MD. Piping changes to accommodate the new equipment and connections are included in this installation. The existing water softeners will be disconnected from the old units and reconnected to the new ones. Any new steam generator pretreatment units will also be delivered and installed as part of this contract. Also, as part of the installation, the contractor will remove the pass-through sterilizer and biological safety seal located in one laboratory, and enclose the opening on both the outside and inside wall. (It should be noted, that this sterilizer must be certified decontaminated before we can replace this unit.) Where feasible, the contractor will use the existing stainless steel panels and doors to reduce the over-all project cost. After the new sterilizers have been installed & tested, the contractor will coordinate with the Facilities Management Team to conduct A MINIMUM of a one hour training session PER sterilizer to ensure that all end users are properly trained in the use of the new equipment. Finally, the contractor will provide for one preventative maintenance checkout, three months after installation. Delivery of units will occur within 90 days of award of contract. FDA will be responsible for receiving units, and will contact the contractor upon receipt of the units to schedule installation. EQUIPMENT-BRAND NAME OR EQUAL SPECIFICATIONS: 3 Units -Model: Consolidated Model SSR-3A-PB, 20" x 20" x 38", electrically heated, gravity air removal, freestanding/cabinetized sterilizer with the following accessories: -Steromaster Mark II Digital Automatic Controls -Four Color Coded Pushbutton Selector Switches -Controlling, Recording, & Indicating Thermometer -Emergency manual override -Internal pressure door lock -Automatic condensate exhaust -Integral, electrically heated steam generator with automatic water fill and low water cutoff protection -Automatic steam generator blowdown -Johnson Valve -Nickel Clad Steel chamber and Carbon Jacket with 15 Year Warranty -ASME Code Stamping for the pressure vessel (U-1) and generator -Single door unit with stainless steel cabinet mounting -Hinged, fully opening, manual door -Radial arm door with solid silicone gasket -Full length bottom shelf and upper shelf in two (2) sections -1/2" thermocouple port -CSD-1 pressure switch -Electrical Specifications: Controls - 110Volts, 1Phase, Generator 2 Units -Model: Consolidated Model SSR-3A-PB, 20"x20"x38", electrically heated, gravity air removal, recessed sterilizer with the following accessories: -Steromaster Mark II Digital Automatic Controls -Four Color Coded Pushbutton Selector Switches -Controlling, Recording, & Indicating Thermometer -Emergency manual override -Internal pressure door lock -Automatic condensate exhaust -Integral, electrically heated steam generator with automatic water fill and low water cutoff protection -Automatic steam generator blowdown -Johnson Valve -Nickel Clad Steel chamber and Carbon Jacket with 15 Year Warranty -ASME Code Stamping for the pressure vessel (U-1) and generator -Single door unit with stainless steel cabinet mounting -Hinged, fully opening, manual door -Radial arm door with solid silicone gasket -Full length bottom shelf and upper shelf in two (2) sections -1/2" thermocouple port -CSD-1 pressure switch -Electrical Specifications: Controls ? 110Volts, 1Phase, Generator NOTE: These replacement units previously numbered 4 & 5 in Basement are recessed into the wall. 4-Steam Generator Pretreatment Units CSI#2424: 2 units installed in Basement and 2 units installed on 4th floor. The Unit on third floor already has an existing unit which will not be replaced. INSTALLATION AND TRAINING After the new sterilizers have been installed & tested, the contractor will coordinate with the Facilities Management Team to conduct A MINIMUM of a one hour training session PER sterilizer to ensure that all end users are properly trained in the use of the new equipment. Finally, the contractor will provide for one preventative maintenance checkout, three months after installation. Delivery of units will occur within 90 days of award of contract. Installation and training by onsite representative Delivery shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Delivery shall be completed in accordance with the contractor?commercial schedule. Award shall be made to the quoter who meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation and quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein.
